South Muntenia bet on the public sector: €46.9 million for digitalizing local authorities

The seven-county region channelled its digital money into the public sector: two large calls, both closed, with 342 applications still working through evaluation.

Counting seven counties — Argeș, Călărași, Dâmbovița, Giurgiu, Ialomița, Prahova and Teleorman — Sud-Muntenia is Romania's most extensive region by county count, and it ran a distinctive digital strategy in the 2021-2027 period: nearly all of the priority's money went to the public sector. The local public authority digitalization call (PRSM/473, known as line 1.2/B) offered eligible project values between €200,000 and €8 million, from a €46,879,964.71 allocation, and closed on 30 June 2025. The managing authority's public register of submitted projects, read on 30 July 2026, records 342 applications on that call: 153 admitted after technical and financial evaluation, 132 still under evaluation, 26 under appeal, 27 withdrawn, 4 rejected — and no project with a signed financing contract. In parallel, line 1.2/A financed the Regional Data Centre, where one project does hold a signed contract: SMIS 342697, applicant the Special Telecommunications Service, RON 236,426,000.00 total value. What is missing from the landscape, unlike in other regions, is a call dedicated exclusively to SME digitalization — companies only had the general competitiveness line at their disposal. Towns in Prahova also have the PTJ angle, the county being part of the just transition area.

Our town hall was admitted after evaluation under PRSM/473 — what should we know?

Admitted after technical and financial evaluation is not the same as contracted: on 30 July 2026 the authority's register recorded no signed financing contract on this call. Use the interval to prepare the tender specification and a phased delivery schedule, so that procedural time — SICAP procurement, staged deliveries, partial acceptances — does not eat the implementation window once a contract is signed.

Why did Sud-Muntenia have no digitalization call for companies?

The region's allocations on the relevant priority went to public authorities and the data centre; companies only had the general competitiveness line, where the eligibility of software-only projects is assessed case by case per the official applicant guide. In practice, businesses in the region use the national programmes — our pages track them.

What do the region's institutions gain from the Regional Data Centre?

Once operational, secure hosting for the region's administration IT systems — infrastructure, not grants. This is the one project on the region's digitalization objective that does hold a signed financing contract. The practical point for town halls: systems procured now should be designed to be portable, so migration to the regional centre or the government cloud does not cost twice.
