Open digitalization calls: how to verify at source whether a call is receiving applications

You do not need a consultant to find out whether a call is receiving applications. You need three official sources, three minutes, and one rule about which document wins.

This page deliberately keeps no list of open calls — our funding calendar does that — and gives you instead the method for checking any call yourself, at the source. The guide register of the Ministry of Investment and European Projects shows a Stare apel, or call-status, column for every call: on POCIDIF, checked on 30 July 2026, approved guides carried Activ or Inactiv, while the public-consultation tab carried Ieșit din consultare publică. Only Activ means applications are being received. A guide in public consultation is not an open call: under article 4(4) of Government Emergency Ordinance no. 23/2023, approved by Law no. 45/2024, the guide goes to public consultation before launch, and Action 2.1 went through two rounds — 25 September to 15 October 2025, then 19 December 2025 to 20 January 2026 — before opening on 30 June 2026. The third test is the decisive one: a call is open only once the application can actually be filed in MySMIS2021/SMIS2021+. Anything else — a headline, a summary, a table with no ordinance number behind it — is hearsay.

Step one: the call sheet in the official register

Every call has a sheet with ten columns in the programme register: call title, call status, launch date, closing date, coverage area, specific objective, eligible applicants, call value, applicant guide and observations. Between them they answer everything that matters before you open the guide itself.

This is how the sheet read on 30 July 2026: POCIDIF Action 2.1 — status Activ, national coverage, eligible applicants ICT SMEs and partnerships, call value EUR 48,813,278. The observations column is the one most readers skip, although it holds the history: amending orders and clarification notes appear there.

Step two: the act that opens, amends or merely explains

Four kinds of document circulate around a call and do different jobs. The order approving the guide opens the call: on Action 2.1 that is MIPE Order no. 965/23.06.2026. An amending order changes the rules mid-call — on Action 6.1, the one for EDIH hubs, the guide was amended by MIPE Order no. 1098/09.07.2026. A clarification note explains how a provision applies without changing it: one appeared on 28 July 2026 for Annex 18 of the Action 2.1 guide. Instructions concern implementation rather than submission — Instruction no. 7/20.02.2025 covers pre-financing for beneficiaries of state or de minimis aid.

For national programmes run by a ministry, the act appears in Monitorul Oficial: this summer's SME Eco-Tech amendment was published in no. 558 of 7 July 2026. If a text online describes conditions without naming the act, you have no way of knowing which version you are reading.

Step three: check the hour, not just the date

Official sources may disagree by minutes. On 30 July 2026 the call sheet for Action 2.1 showed closing at 15:00 on 30 September 2026, while section 4.3.2 of the guide approved by MIPE Order no. 965/23.06.2026 says 17:00. The binding text is the guide; the sheet is an index. Practically: plan for the earlier of the two hours, and treat any window written without an hour as unverified.

One more distinction decides how much time you really have. POCIDIF Action 2.1 is a competitive call with a fixed deadline, where submission order matters only at the excellence threshold and at tie-breaks. SME Eco-Tech works the other way round: entries are settled in order of registration until the budget is exhausted, so on that kind of scheme a remaining month can evaporate in a day. The first question about any call is not until when, but by what rule the money is distributed.

Frequently asked questions

Where can I officially see whether a digitalization call still accepts applications?

In the programme's guide register, at the call-status column, cross-checked against the guide approved by order and against the ability to actually file in MySMIS2021/SMIS2021+. For national programmes, the act that opens or extends a session is published in Monitorul Oficial.

What does it mean that a guide is in public consultation?

That the call has not opened yet. Article 4(4) of Emergency Ordinance no. 23/2023, approved by Law no. 45/2024, requires the guide to be put to public consultation before launch. It is the best advance signal there is: Action 2.1 was consulted twice before opening on 30 June 2026.

What if the hour on the call sheet differs from the hour in the guide?

Follow the guide approved by order, because that is the binding text, and plan the submission for the earlier hour. On 30 July 2026 the Action 2.1 sheet indicated 15:00 while section 4.3.2 of the guide indicated 17:00.

Where do I find the list of calls open right now?

In our funding calendar, which keeps firm deadlines separate from estimated dates and states the source of each. This page does not duplicate that list on purpose: a table of statuses goes stale within a week, whereas the verification method does not.
