South-East region: the digitalization money is scheduled, not lost

Unlike regions that have used up their calls, South-East still has its most important digital windows ahead — a rare advantage for anyone who prepares early.

Mid-2026 finds the South-East region — Brăila, Buzău, Constanța, Galați, Tulcea and Vrancea — in a phase of strategic waiting: the major digitalization calls under Priority 1 have not yet launched. ADR Sud-Est's indicative 2026 calendar of calls, in its 15 July 2026 version, splits Action 1.4 — support for digitalizing public services in an integrated local and regional framework — into two separate non-competitive calls rather than one. The first is worth €37,000,000 in total, €31,450,000 of it EU contribution, and its only eligible applicant is the Special Telecommunications Service; it is estimated to open in September 2026. The second is worth €12,000,000, €10,200,000 of it EU contribution, and addresses county-level UATs and county-seat municipalities, partnerships between them, and partnerships with communes; it is estimated for October 2026. Together they total €49 million, and the figure of roughly €34.5 million that still circulates for this action appears nowhere in the calendar. SME digitalization under Action 1.3 is likewise two calls, one regional at €9,090,204 and one for the ITI Delta Dunării area at €1,572,114, both estimated to open in September 2026. Verified on 30 July 2026 against that calendar, downloaded the same day from the agency's site.

Who may lead, stated before any budget

On both Action 1.4 calls a commune is not an eligible applicant. It can only join as a partner in a project led by the county or by the county-seat municipality.

We work on architecture and requirements while no guide exists, but we do not issue a firm budget against rules that can still change.

When does the SME digitalization call launch in the South-East?

The calendar estimates opening in September 2026 and closing in December 2026, for two parallel calls: the regional one with a €9,090,204 total budget and the ITI Delta Dunării one with €1,572,114. Both are competitive and address SMEs in urban and rural areas. The dates stay indicative until the guides are published on the agency's site.

Can our commune apply on its own under Action 1.4?

No. On the €12 million call the eligible applicants are county-level UATs and county-seat municipalities; communes appear only within partnerships with those entities, so a commune can take part solely as a partner. On the €37 million call the sole applicant is the Special Telecommunications Service, and there is no partnership route at all.

Is anything actually open in the South-East right now?

Not under the priority that carries digitalization. At our 30 July 2026 check, ADR Sud-Est's own active-calls page for Priority 1 returned no items at all. Everything digital sits in the indicative calendar with estimated openings in September and October 2026, and an estimated month is an intention, not a commitment. The work that keeps its value regardless is the content: the service inventory, the integration requirements and the data to be migrated.
