EU funds for companies in Romania — the open routes and the closed ones

An up-to-date map of digitalization funding in Romania: what is open, what comes next and what is already in delivery — plus our role as software vendor at every stage.

Northdan Soft is a software supplier, not a funding consultancy, and is not affiliated with any managing authority or development agency. Programme information is indicative — always check the conditions in the programme's official applicant guide.

Two major calls are accepting applications right now: POCIDIF Action 2.1, offering 200,000 to 1,500,000 EUR in non-repayable aid for the innovative software solutions of SMEs holding an authorized ICT CAEN code, with a submission window running until 30.09.2026, and SME Eco-Tech, financed from Swiss funds, with a deadline of 24.09.2026. Two further routes exist but neither can be entered by a company today: on the POCIDIF EDIH actions the applicant is always the hub and never the beneficiary firm, the Action 2.4 call closed on 25 October 2023 and the live line is Action 6.1, open from 30 April to 30 December 2026 only to the seven hubs holding the STEP sovereignty seal; and the financial instrument managed through FNGCIMM (Romania's national credit guarantee fund for SMEs), which pairs a portfolio guarantee of up to 80% with a de minimis grant on the same loan, had no partner bank on its published list at the verification date. Other schemes have been announced but not yet launched: Start-Up Nation session 2, Microindustrializare and Comerț. The PEO digital skills call does not belong on that list — it closed on 23 August 2024. A large share of the market, however, is now in delivery mode: beneficiaries of PNRR C9, PTJ or Femeia Antreprenor must complete projects rather than file new applications. How to read the statuses on this map

Open now: POCIDIF Action 2.1 (submissions 30.06.2026–30.09.2026, the most valuable national call of the moment), SME Eco-Tech (until 24.09.2026, 20:00, with a possible extension until the budget is exhausted; since the order published in Monitorul Oficial no. 558 of 7 July 2026 it is no longer restricted to manufacturing and also accepts trade, services and micro-enterprises). Those two are the only calls receiving applications from companies.

Planned or expected: Start-Up Nation session 2 has been officially announced by MEDAT — the training stage first, funding afterwards, with dates not yet published; Microindustrializare and Comerț depend on the adoption of MEDAT's 2026 budget; AFIR sessions follow the agency's own calendar. We previously listed the PEO digital skills call here as published but unlaunched — it is closed, submissions having ended on 23 August 2024. The pairing of 226 calls and 4.8 billion EUR that circulates for 2026 mixes up two lines of the source document: the ministry's consolidated estimative calendar, dated January 2026, lists 292 calls worth 6,617,288,234 EUR, of which 176 national-programme calls worth 4,843,287,335 EUR.

Closed but in implementation: PNRR C9 for SME digitalization (grants of 20,000–100,000 EUR), C9 advanced technologies, C9 for NGOs, C7 I19 for skills, the PTJ calls in the six counties and Femeia Antreprenor. No new applications can be filed under these programmes — the focus shifts to delivering projects on time and preparing for the calls ahead.

What the dossier needs from the software vendor

At submission, the consultant or the beneficiary needs three deliverables from us: a detailed technical offer describing the proposed software solution, a budget aligned to the eligible cost categories in the guide and a draft supply contract. These feed directly into the budget and project plan of the funding application.

After the financing contract is signed, our role continues through implementation: we deliver the application on the agreed schedule, sign stage acceptance protocols and provide invoices and supporting documents in the format required at reimbursement. Any amount not specified in the guides cited on this site must always be checked per the official applicant guide of each call.

How we work with funding consultants

Northdan Soft is not a funding consultancy and does not write financing applications — we are the technical vendor. The consultant builds the dossier and the relationship with the managing authority; we supply the software side quickly: specifications, budget, a realistic delivery calendar and a technical counterpart for the whole duration of the project.

This separation of roles protects the beneficiary: the consultant answers for eligibility and scoring, while we answer for the fact that the solution promised in the application can genuinely be delivered within the call's implementation period.

Frequently asked questions

Which EU funds are open for companies in Romania right now?

At the date this page was verified, companies can apply to POCIDIF Action 2.1 (until 30.09.2026, non-repayable aid of 200,000–1,500,000 EUR for a software solution, exclusively for SMEs with an ICT CAEN code) and to SME Eco-Tech (until 24.09.2026). Nothing else takes an application from a company: on the EDIH actions the hub is the applicant, and the FNGCIMM instrument had no partner bank listed at the verification date.
