By the time call PRSE/1.6/A.2/1/2025 closed, 419 projects had been submitted, requesting roughly EUR 406 million in non-repayable funding — 468% of the amount allocated to the call, with an average request of about EUR 1 million per project. Submission ran through MySMIS2021 from 4 August 2025 at 10:00 to 4 September 2025 at 16:00, and the Managing Authority announced the closure the following day. The call allocation was EUR 86,725,188, of which EUR 73,716,410 from the ERDF and EUR 13,008,778 from the state budget. A project could receive between EUR 220,000 — at least EUR 20,000 as de minimis aid and at least EUR 200,000 as regional state aid — and EUR 1,500,000, of which at most EUR 200,000 de minimis and at most EUR 1,300,000 regional state aid. Applications now go through technical and financial evaluation and are selected in descending order of score, within the available allocation. For a company in Brăila, Buzău, Constanța, Galați, Tulcea or Vrancea that applied, the useful question is no longer how to apply but what to prepare while the file is being assessed. Northdan Soft answers the technical half of that question as a software vendor, not as a funding consultant.

How we help
Correct classification of the digital component
Software enters as an intangible asset tied to the funded fixed assets and to the project CAEN code — or it does not enter at all. We say which of the two applies.
Preparation without premature spending
Specifications and architecture until the funding contract is signed, development after: at 468% oversubscription, nobody should order software on hope.
A budget that survives verification
The price in our offer is the price we honour at acceptance, broken down by the guide's cost categories so every line reappears in the reimbursement claim.
Software eligible under this programme
- Programe informatice ca active necorporale legate de mijloacele fixe finanțate
- Licențe și drepturi de proprietate intelectuală
- Elemente de digitalizare a activității aferente codului CAEN finanțat
Frequently asked questions
Can projects still be submitted under call 1.6 A.2?
No. The competitive call for SMEs closed on 4 September 2025 at 16:00 and the Managing Authority moved it to the closed-calls section of Priority 1. At our check on 30 July 2026, Priority 1 listed no active call at all. Future windows for companies appear in the programme's indicative calendar, updated on 15 July 2026, and depend on the approval of the relevant aid schemes.
What were the minimum and maximum project values?
The minimum was EUR 220,000 of non-repayable funding, made up of at least EUR 20,000 in de minimis aid and at least EUR 200,000 in regional state aid. The maximum was EUR 1,500,000, of which at most EUR 200,000 de minimis and at most EUR 1,300,000 regional state aid. The two schemes carry separate ceilings, so a budget could not be freely rebalanced between them.
Could a company finance software alone through this competitiveness call?
No, and not out of caution but because of the guide's wording: intangible assets are eligible exclusively where they relate to the operation of the fixed assets purchased for the funded activity, and digitalization elements only for the activity attached to the project's CAEN code. A software-only dossier has no fixed asset to attach to. For digitalization as the main objective, the regional route is Action 1.3, planned for 2026.
