A properly built online store — catalogue, payments, integration with inventory and couriers — has been one of the most sought-after investments on European digitalization money. E-commerce platforms figured explicitly on the cost list of the PNRR C9 call of up to 100,000 EUR, closed in 2023 and now in its implementation and payment phase. POCIDIF Action 2.1, the call with the largest software budget in 2026, does not finance a store you use to sell your own goods: it requires an IT&C CAEN code and an innovative result on one of the smart-specialisation subdomains. For entrepreneurs at the start of the road, MEDAT has announced Start-Up Nation session 2, with up to 250,000 RON per business plan and spending allowed until 8 December 2027, but no submission calendar has been published, so what the plan may cover will only be certain once that session's own applicant guide appears. As the vendor, Northdan Soft builds the store and, just as importantly, documents it for the project: functional specifications in the technical offer, a budget split across development, design, integrations and training, a draft contract for the file and a handover with the paperwork in order at reimbursement.

Which programmes an online store project can lean on

Historically, the PNRR C9 call for SMEs reimbursed e-commerce platforms together with ERP, licences and cloud; whoever holds a signed contract there must finish by the summer 2026 deadlines. The programme takes no new applications, so for it the conversation is strictly about execution.

For recently founded companies, Start-Up Nation session 2 remains the realistic path: up to 250,000 RON per business plan, where the online store can sit next to laptops, fiscal printers or other equipment; MEDAT has confirmed the session but has not published a submission calendar. SME Eco-Tech accepts applications until 24 September 2026, 20:00, and since the order published in Monitorul Oficial no. 558 of 7 July 2026 it also covers trade and services, not only manufacturing.

What must the budget for an online store contain to be accepted?

Separate, verifiable lines: platform development, design, payment integration, courier integration, data migration, training. Evaluators and payment officers compare the budget against deliverables, so vague wording like miscellaneous IT services creates problems at reimbursement.

Does Northdan guarantee my e-commerce project will be approved?

No, and nobody serious can guarantee that. Approval belongs to the evaluation and the official guide. What we guarantee by contract is the solution: the offered functionality, the delivery deadline and the documentation needed for acceptance and reimbursement.
