Three dates govern the PNRR C9 I3.1 call «Digitalizarea IMM-urilor — grant de până la 100.000 euro» (the SME digitalization call of Romania’s Recovery and Resilience Plan), and two of them are already behind us. Applications were open from 15 February to 30 June 2023, so no company can apply today. The implementation deadline was 30 June 2026 under Ordinul MIPE 607/2026, while 31 July 2026 applies exclusively to projects that filed an extension request in time. The one window still open is disbursement: the payment claim may be submitted until 30 October 2026, under Ordinul MIPE 963/2026. This fact sheet was verified on 30 July 2026. Worth stating plainly, because it circulates widely: the EUR 20,000–100,000 band that many pages present as a current digitalization grant belongs to this closed call, which had a total budget of EUR 347.5 million and required minimum 10% co-financing. A closed call with everything at stake in 2026

The PNRR C9 I3.1 application window ran from 15 February to 30 June 2023, with a EUR 347.5 million budget and de minimis grants of EUR 20,000–100,000 per enterprise, at minimum 10% co-financing. Beneficiaries were non-IT SMEs pursuing the digitalization of their operations.

Eligible costs spanned a broad technology range: presentation websites and e-commerce, ERP/CRM systems, software licences, cloud services, RPA automation, cybersecurity solutions, electronic signature and staff training on the purchased tools — the exact details remain those in the consolidated official applicant guide.

The implementation deadline is not the payment deadline

The costliest confusion in this programme is mixing up the two dates. Project implementation had to be completed by 30 June 2026, under Ordinul MIPE 607/2026; only projects with an extension request filed in time benefit from the 31 July 2026 date.

The payment claim runs on its own calendar: Ordinul MIPE 963/2026 allows submission until 30 October 2026. In practice the software had to be delivered and accepted by the implementation deadline, and the window afterwards is for the disbursement file — the payment window does not repair a missed implementation deadline.

Once the implementation deadline has passed, a vendor’s role shifts entirely to paperwork: technical documentation, user manuals, delivery reports, acceptance protocols and the licence records that support each budget line.

What comes after this call

MIPE has signalled interest in continuing SME digitalization support, but any new round only becomes real when an official guide is published. Until then, companies that missed the 2023 call can prepare the ground: an inventory of processes to digitalize and a realistic technical estimate dramatically shorten reaction time at launch.
