SME digitalization in Sud-Est: two Action 1.3 calls, estimated to open in September 2026

For now there is a calendar row, not a guide: an estimated budget, an estimated opening month and one written condition — approval of the de minimis scheme.

Northdan Soft is a software supplier, not a funding consultancy, and is not affiliated with any managing authority or development agency. Programme information is indicative — always check the conditions in the programme's official applicant guide.

The indicative 2026 call calendar of the Regional Programme (Programul Regional) Sud-Est, updated on 15 July 2026, plans two separate competitive calls under Action 1.3: one for the Sud-Est region with an estimated total budget of EUR 9,090,204, of which EUR 7,726,673 is the EU contribution, and one for the ITI Delta Dunării area with EUR 1,572,114, of which EUR 1,336,297 EU. Both are listed with an estimated opening in September 2026 and an estimated closing in December 2026, and the Managing Authority notes against each that the calendar is indicative and depends on approval of the de minimis aid scheme. The total allocation of Action 1.3 in the programme is EUR 10.66 million, ERDF plus state budget, and the intended beneficiaries are SMEs, including microenterprises, in Brăila, Buzău, Constanța, Galați, Tulcea and Vrancea. Per-project ceilings are not published anywhere yet: we will show them in the fact sheet above on the day they appear in the applicant guide, and not before. Northdan Soft is the software vendor that prepares the technical part of such a dossier; we do not write the funding application and we do not anticipate decisions of the authority.

How we help

Architecture ready before the guide

Which processes deserve digitalization, which systems cover them and in what order can be decided now; only the mapping onto cost categories waits for the guide.

Two calls, two territories

The split between the regional call and the ITI Delta Dunării call decides where your company applies. We check the territorial fit before anything else.

No invented figures

We publish the call budgets because the authority publishes them, and we do not publish per-project ceilings because no guide has set them yet.

Frequently asked questions

When does the Sud-Est Action 1.3 digitalization call open?

The programme's indicative 2026 calendar, updated on 15 July 2026, shows an estimated opening in September 2026 and an estimated closing in December 2026, for both the regional call and the one dedicated to the ITI Delta Dunării area. Both rows carry the note that the calendar is indicative and conditional on approval of the de minimis aid scheme, so the dates may move without the call being cancelled.

What amounts will the call offer per project?

This is not known yet and we will not publish an estimate. What is known are the call budgets from the indicative calendar — EUR 9,090,204 for the region and EUR 1,572,114 for ITI Delta Dunării — and the action's allocation of EUR 10.66 million. Minimum and maximum project values, aid intensity and own contribution are set exclusively by the applicant guide, and we add them to the fact sheet the day it is published.

What does a software vendor have to supply for this dossier?

Functional specifications for the solution, a technical offer broken down by module and feature, and a budget that can be mapped onto the guide's cost categories, plus, as a rule, a supply contract or pre-contract at contracting stage. Until the guide is published, what can be produced is the architecture and a cost estimate, explicitly marked as an estimate. Dossier documents are finalised once the cost categories are known.
