SME Eco-Tech: a grant of up to RON 267,240 on a project that starts at RON 668,100

A project starts at RON 668,100 in eligible costs: at most RON 267,240 of grant and at least RON 400,860 of investment loan, which add up exactly to that threshold. The 2025–2027 budget is RON 288,843,072, with at least 800 beneficiaries expected across all eight development regions, funded in the order their applications are filed.

The remaining 60% or more is contracted with one of the partner banks selected by MEDAT, which you pick in the registration form itself: per the official programme fact sheet, Banca Transilvania, BRD – Groupe Société Générale, CEC Bank, UniCredit Bank and ProCredit Bank. Check the current list with MEDAT before applying.

Only beneficiaries who contract the investment loan receive the grant, under the conditions as the partner banks present them; the bank assesses the request against its own internal criteria and may refuse it even after an in-principle acceptance. Interest and fees belong to the bank, not to the programme.

The order published in Monitorul Oficial no. 558 of 7 July 2026 removed the requirement that the funded activity be manufacturing: trade and services are now included, except for the fields excluded by European and national de minimis rules. The same order admitted micro-enterprises founded on or before 31 December 2021 with a turnover of at least RON 2 million as at 31 December 2024.

Support is granted as de minimis aid, with a ceiling of EUR 300,000 over the last three years per single undertaking; the cumulative eligibility conditions and the annex of eligible CAEN codes are read in the consolidated implementation procedure.

The digital package covers a presentation website or an online shop, domain registration without hosting, promotion of the site, software needed to run the business up to RON 15,000 excluding VAT, an electronic signature, IT equipment and licences. The cap applies to the software line, not to the whole package.

Our prices are indicative and quoted in euro while the programme cap is in lei; the programme sets no euro reference rate. A template-based website costs EUR 300–1,500, a custom one EUR 1,500–5,000, a WooCommerce shop EUR 1,500–8,000, and an ERP roll-out EUR 5,000–20,000 — the last one clearly exceeds the software line. The final figure comes from a written offer after scoping.

There is a second, structural limit: equipment for renewable energy, waste collection or recycling and resource saving must account for at least 40% of total eligible costs.

Per the implementation procedure, VAT, permits and taxes, packaging, transport, staff training, commissioning, installation and labour are not eligible, nor are assets acquired through leasing or second-hand. On a software component these are precisely the implementation costs, so they are budgeted separately. Payments are made within a maximum of 12 months from the entry into force of the financing agreement.
