EU Funding

EU grants for digitalizing SMEs in Romania in 2026

The actual state of EU digitalization funding for Romanian SMEs, verified in July 2026 — no dead calls and no empty promises.

Northdan Soft is a software supplier, not a funding consultancy, and is not affiliated with any managing authority or development agency. Programme information is indicative — always check the conditions in the programme's official applicant guide.

If you are asking which EU digitalization grants a company in Romania can still access in 2026, the short answer — verified on 30 July 2026 — looks like this: the POCIDIF 2.1 call accepts projects between 30 June and 30 September 2026, with grants of EUR 200,000–1,500,000 for software projects (the EUR 3M ceiling applies only to hardware results), but exclusively for SMEs authorised on one of nine IT&C CAEN codes. In parallel, the Swiss-funded SME Eco-Tech scheme stays open until 24 September 2026, and since July 2026 it covers trade and services as well as manufacturing, with a grant covering at most 40% of eligible costs. The well-known PNRR C9 call of up to 100,000 EUR closed back in 2023 and is now deep in implementation, with strict completion and payment deadlines. Northdan Soft is not a funding consultancy: we are the software vendor that prepares the technical offer, the budget breakdown by eligible cost category, and delivers the implementation on time, whichever programme your money comes from.

How we help

Technical offer aligned with the guide

We document the software solution on the exact structure required by the applicant guide, so the evaluator finds every cost item without effort.

Budget split by eligible cost category

We break costs down into the eligible categories from the guide, so your funding consultant can build the project budget without risky interpretations.

Implementation with contractual deadlines

We sign a delivery schedule aligned with the financing contract and we keep it, because any delay can cost you non-reimbursable money.

Documents ready for reimbursement

At the end you receive acceptance protocols, delivery reports and the other documents the payment officer requests at reimbursement.

What is actually open in the summer of 2026

POCIDIF Action 2.1 — «developing new services, applications and products through innovation and the adoption of advanced technologies», part of Programul Creștere Inteligentă, Digitalizare și Instrumente Financiare (Romania's Smart Growth, Digitalisation and Financial Instruments Programme) — receives applications between 30.06 and 30.09.2026. Non-repayable grants run from EUR 200,000 to EUR 1,500,000 for an innovative software solution, with EUR 3,000,000 reserved for innovative hardware products, and the condition that eliminates most companies is the mandatory IT&C CAEN code: the line targets companies in the information technology sector, not end users of software.

SME Eco-Tech, financed from the Swiss contribution, accepts applications until 24 September 2026, 20:00. The grant covers at most 40% of eligible costs, capped at 50,000 CHF (roughly 267,240 RON), and since the order published in Monitorul Oficial no. 558 of 7 July 2026 it is open to trade and services companies and to micro-enterprises, not only to manufacturers. Note the entry thresholds: a project starts at 668,100 RON of eligible costs, of which at least 400,860 RON must come from a loan with a partner bank.

What has closed and what comes next

The PNRR C9 call of 20,000–100,000 EUR has not accepted applications since 2023. Its beneficiaries had to complete implementation by 30 June or 31 July 2026, under Order 607/2026, and the payment claim must be filed by 30 October 2026, under Order 963/2026. If you are among them, the priority is no longer hunting for new funds but closing the project correctly.

One route is announced but not yet datable: Start-Up Nation session 2, officially confirmed by MEDAT (the Romanian ministry for economy and entrepreneurship), with up to 250,000 RON per business plan and spending allowed until 8 December 2027, but with no submission calendar published as at the verification date. A further route is regional rather than national: the 2021-2027 regional programmes, whose calls, ceilings and calendars each regional development agency publishes on its own schedule. We do not recommend passive waiting: preparing the technical specifications for a serious application file takes several weeks.

How you work with Northdan

Your funding consultant writes the grant application; we cover everything software-related: needs analysis, the detailed technical offer, the budget by eligible categories, the draft supply contract and, after contracting, the actual development and delivery — from ERP to web applications.

Four criteria when you choose that vendor for a funded project. One: contractual deadlines aligned with the implementation period of the financing contract, not merely with the vendor's own roadmap. Two: acceptance documents issued in the form the payment officer asks for. Three: demonstrated integration with the systems you already run — invoicing, e-Factura, accounting. Four: availability for maintenance after go-live, because the indicators you committed to are measured well beyond project closure.

Frequently asked questions

Are there still PNRR grants of 100,000 EUR for digitalization in 2026?

Not for new applicants. The PNRR C9 call dedicated to SMEs stopped accepting applications in 2023, and its beneficiaries are now in the closing phase of implementation and reimbursement. For a new file, the routes open in the summer of 2026 are POCIDIF 2.1, SME Eco-Tech, Start-Up Nation session 2, and the calls run by the 2021-2027 regional programmes.

My company has no IT&C CAEN code. What realistic options do I have in 2026?

POCIDIF 2.1 is off the table, but other routes are not. SME Eco-Tech accepts applications until 24 September 2026 and now covers trade and services as well as manufacturing, provided the project clears its minimum thresholds. Start-Up Nation session 2 targets newly founded companies. The 2021-2027 regional programmes run their own calls, published by your regional development agency. The EDIH route exists too, but the applicant there is always the hub, never your company.

Can Northdan help me write the grant application itself?

We do not write grant applications and we do not provide funding advisory. Our contribution is strictly technical: the software offer, the budget by eligible category, the draft supply contract and, after signing, the implementation with all acceptance documents.
