Doing business in Romania's North-East: the funded-digitalization route now that the regional call is gone

The regional call was the big chance for companies in Romania's North-East — and it closed in November 2023. This guide shows what is concretely left on the table.

Let us start by acknowledging what the region had: call PR/NE/2023/PI2/RSO1.2/1 closed on 30 November 2023 at 10:00 — a non-competitive pilot built with the World Bank, with a €31,000,000 allocation (€26,350,000 ERDF plus €4,650,000 state budget) and one hard exclusion: SMEs holding authorised ICT CAEN codes could not apply, because the call targeted digital intensity outside the ICT sector. Per-project ceilings and the funding rate live in that call's guide and we do not republish them from secondary sources. For everyone else, this guide puts the remaining reality in order. Regionally: no call open to companies at ADR Nord-Est (the North-East Regional Development Agency) on 30 July 2026; the Digital Innovation Zone hub offers subsidized services — digital maturity assessments, technology testing — but note two things: on POCIDIF Action 6.1 the eligible applicant is the hub, never the company (a firm receives non-financial state aid under a contract, not money in its account), and the hub's first support-services call, launched on 23 June 2026, is addressed exclusively to public entities without economic activity. Nationally: POCIDIF 2.1 (the Smart Growth, Digitalization and Financial Instruments Programme) is the major window of the moment for companies with technology CAEN codes, running until 30 September 2026; the MEDAT programmes run sessions for manufacturing and trade on budget-dependent calendars, of which only SME Eco-Tech was taking applications at our 30 July 2026 check. Strategically, our advice sounds counterintuitive: do not wait for the perfect call — digitalization with fast cash-flow impact (invoicing, inventory management, online sales) often pays for itself faster than the wait for a window lasts, and the big funded project lands better on a working foundation.

Our Iași company narrowly missed the regional call — is there a reserve list?

Reserve lists only cover projects that were submitted and ranked below the funding line — if you did not submit, the mechanism does not apply to you. The rational move is toward an active national window, and in the meantime defining the project can advance independently of any calendar.

What does the Digital Innovation Zone actually offer a small company in the region?

A digital maturity assessment showing where manual processes cost you money, testing of technologies before you invest, and technical guidance — subsidized from EU funds, so free or nearly free for the beneficiary. It is support in kind: the hub does not reimburse licences and the company is never the applicant on the call that funds the hub. Check what is actually open before you plan around it: the hub's first support-services call, launched on 23 June 2026, is reserved for public entities without economic activity.

Can a Suceava company still fund an online shop in 2026?

Not through the regional call, which has closed. Nationally it depends on the session: e-commerce is a classic eligible cost in the MEDAT programmes, while POCIDIF 2.1 funds an online shop only where the shop itself is the innovative result taken to market. For an ordinary shop, the payback calculation without a grant is often decisive.
