The North-East region and its digitalization money: from Iași to the last commune

Priority 2 of the regional programme is literally named „O regiune mai digitalizată” — a more digitalized region. Here is what it has concretely produced so far, and for whom.

Funding in the North-East — Bacău, Botoșani, Iași, Neamț, Suceava and Vaslui — flows through ADR Nord-Est, and digitalization holds its own priority in the regional programme (Programul Regional Nord-Est): P2, „O regiune mai digitalizată”. In concrete terms, by mid-2026 that priority had produced two calls with entirely different profiles. One targeted SMEs, with grants between €15,000 and €100,000 at 90% funding intensity; it is closed and its projects are in implementation. The other is a non-competitive call whose single eligible applicant is the ADI EURONEST association, which files one application on behalf of all six county councils; its total budget is €4.035 million from the ERDF and the state budget, and the financing covers 100% of the eligible value of the investment with no financial contribution from the applicant. Its submission window ran from 16 March to 31 July 2026. The region also hosts the Digital Innovation Zone, the European digital innovation hub offering public institutions and companies subsidised testing and technical advisory services — a complementary channel to the classic calls. The sheets below keep every status current, with the official adrnordest.ro and regionordest.ro links alongside, and for town halls that miss the regional windows we can no longer name a reliable fallback: the national DigiLocal grant long played that part, but its founding ordinance scoped it to 2024-2025, the last documented window closed in September 2024, and we have found no act opening another. Verified on 30 July 2026 against the ADR Nord-Est announcement of 16 March 2026, the document that launched the applicant guide and fixed that window.

Is the EURONEST call for county councils still open?

The submission window ran from 16 March to 31 July 2026, so at our verification it was in its final days. Note who may file: the sole eligible applicant is the ADI EURONEST association, not an individual town hall or county council. After closure the projects move into evaluation and contracting, and technical needs are discussed with the county council as a member of the association.

What is the Digital Innovation Zone and how can it help a public institution?

It is the North-East region's European digital innovation hub, offering subsidised services — solution testing, digital maturity assessment, technical advisory — to both companies and public institutions. It does not award direct grants: the applicant for the European funding is always the hub, and what a beneficiary receives is non-financial support under a contract. What realistic funding options does a commune in Botoșani or Vaslui have in 2026?

Honestly, none with a confirmed window today. DigiLocal, with its RON 75,000 ceiling for communes — a maximum, VAT included, allocated in registration order rather than free of competition — was precisely the channel for a website, electronic registry and online payments, but its last documented session ended in 2024. Regional calls in the North-East have so far targeted SMEs and the county councils through their association, so for a commune the useful step is to cost the work and put the status question to the authority in writing.
