Running a company in Bucharest? Why your region gets the least EU money — and where the funding actually is

The capital holds Romania's highest concentration of companies and its thinnest EU allocations per firm. This guide explains the arithmetic — and shows the way out.

Foreign investors setting up in Bucharest quickly run into an EU cohesion rule that surprises many: funding flows in inverse proportion to development, and Bucharest-Ilfov — the only Romanian region above the EU average in GDP per capita — receives the thinnest allocations, administered on top of that with a difficult track record: the regional digital-intensity call (1.6) was cancelled, and the advanced digital transformation call (1.7) carries a total call budget of €25,000,000 in the programme calendar updated on 13 July 2026, with the final guide estimated for October 2026 and a submission window estimated for December 2026 — per-project ceilings are not published yet. This guide shortens the search: for most companies in the capital and Ilfov, digitalization funding runs through the national programmes, where the region carries no penalty. First among them is POCIDIF 2.1 (Romania's Smart Growth, Digitalization and Financial Instruments Programme) — open until 30 September 2026, with non-repayable aid of €200,000–1.5 million for the software solutions of SMEs holding technology CAEN codes, practically tailored to Bucharest's IT ecosystem, the densest in the country. Then come the MEDAT sessions run by the Ministry of Economy by business profile (manufacturing, trade, women's entrepreneurship) and Start-Up Nation for young companies. On the regional 1.7 call, our position is pragmatic: prepare it as a bonus, not as the plan — the technical documentation built now — process analysis, architecture, budget breakdown — serves a national application just as well. Meanwhile, fast-payback systems — stock management, delivery routing — deserve a with-or-without-grant calculation before anything is committed.

Would moving our registered office to another county unlock better regional allocations?

As a funding strategy, almost never: eligibility follows the place of implementation and the economic reality of the business, not just the address on paper, and registered-office tricks raise flags at every verification. That energy is better invested in a well-built national dossier — where the region does not matter at all.
