EU-funded digitalization in the North-West region: what is active, what comes next

Six counties, a regional programme with two digital priorities — and an upcoming call whose only eligible applicants are the county councils and the state telecom service.

The North-West region — Bihor, Bistrița-Năsăud, Cluj, Maramureș, Satu Mare and Sălaj — manages its EU money through Programul Regional Nord-Vest 2021-2027 (the North-West Regional Programme), administered by ADR Nord-Vest from Cluj-Napoca. Two priorities matter for digitalization. P1, „a region competitive through innovation, digitalization and dynamic enterprises”, funded the SME digitalization call PRNV/2023/121/1, which closed on 25 November 2024 with 477 applications on the authority's public register; its projects are now in implementation. P2, „smart localities”, is the direction behind the Regional Data Centre call and the upcoming call 222 for digitalizing local public administrations. That guide, consolidated for public consultation on 13 October 2025, sets the allocation at €33,000,000.00 — €4,209,930.90 from the programme's own envelope plus €28,790,069.10 of state-budget overcontracting — split as €5 million per county plus €3 million for the Special Telecommunications Service. Its eligibility criterion ESO1 admits only two applicant forms, the county-level UAT and that service; the guide states that partner categories and partnership rules are „not applicable”. Verified on 30 July 2026 against that consolidated guide, against Revision 1 of the indicative calendar dated 26 March 2026, and against the authority's public register of submitted projects. Our position is consistent across this site: we are the vendor that builds the eligible software, not consultants who write funding applications.

When does the digitalization call for North-West local administrations launch?

The guide known as „222” went through public consultation, with a consolidated version dated 13 October 2025. The ADR's indicative calendar, Revision 1 of 26 March 2026, estimates the final guide in August 2026, opening in September and closing in December 2026. Can companies in Cluj or Oradea still catch the SME digitalization call?

Call PRNV/2023/121/1 closed on 25 November 2024 at 10:00, and the managing authority's public register records 477 applications filed on it. For funding that is accessible now, companies in the region can turn to the national programmes — our dedicated SME programme pages track what is currently open, including the POCIDIF call for technology companies.

What is the North-West Regional Data Centre, and does it concern us?

It is an infrastructure project under call PRNV/2025/221/1, which closed on 27 February 2026. The authority's public register lists a single application on it, SMIS code 353347, filed on 26 February 2026 by the Special Telecommunications Service, with RON 259,363,050.00 requested. It is not a call individual town halls apply to, but the systems we build for you can be hosted there once it becomes operational.
