Cluj-Napoca holds a curious position on Romania's EDIH map: two hubs operate in the same city, with entirely separate consortia, and TDIH — Transilvania Digital Innovation Hub — is the one led by the Transilvania IT Association. Around the coordinator gather UTCN, Babeș-Bolyai University, the INCDTIM research institute, Cluj-Napoca City Hall and regional clusters from electronics, furniture, energy, agri-food and the creative industries — a chain running from the research bench to the factory floor. TDIH's profile points at digital health, Industry 4.0, manufacturing and energy, with a technology portfolio that climbs from AI, HPC and cybersecurity up to quantum technologies, robotics and big data. Executing the plan stays with your vendor
After the TDIH journey, Northdan Soft implements the transformation plan: ERP, process automation, applications — with an eligible-cost budget for the chosen call.
A second hub in Cluj, with a profile of its own
TDIH operates in parallel with DIH4Society, the other Cluj EDIH, but with a distinct consortium: the coordinator is the Transilvania IT Association, alongside the Technical University of Cluj-Napoca, Babeș-Bolyai University, INCDTIM, Cluj-Napoca City Hall and clusters from electronics, furniture, energy, agri-food and the creative industries.

What the support looks like for an SME
As across the whole EDIH network, support takes the shape of services: digital maturity assessment, technology testing on real cases, training and orientation towards funding. According to the EC catalogue fiche, the service packages can reach EUR 100,000 per beneficiary, for 103 SMEs and public organisations over three years.
Access and the exact conditions are established in line with the hub's service scheme, published on transilvaniadih.ro. No part of this support lands as money in the company's account — the value lies in the services received.
From the transformation plan into production
Northdan Soft does not belong to the TDIH consortium and does not handle funds consultancy. Our contribution starts at the end of the journey: we take the digital transformation plan and turn it into working systems — ERP for manufacturing, Industry 4.0 automations, dedicated applications.
The funding behind the hub works like this: POCIDIF Action 2.4, the call that financed SME digitalization through the EDIH hubs, ran from 25 August 2023 to 25 October 2023 and is now closed. The current route is Action 6.1, open from 30 April 2026 to 30 December 2026 with 20,918,624.37 euro, and Transilvania Digital Innovation Hub — with Asociația Transilvania IT as partnership leader — is one of its seven eligible applicants. Your company does not apply to either call; your own investment is financed separately.
Frequently asked questions
How does TDIH differ from DIH4Society, the other Cluj EDIH?
They are separate consortia with different specialisations: TDIH, coordinated by the Transilvania IT Association, focuses on digital health, Industry 4.0, manufacturing and energy, whereas DIH4Society, coordinated by Cluj IT, covers industry, administration, education and smart city.
Is the EUR 100,000 from TDIH a grant for my company?
No. The amount, cited per the EC catalogue fiche, represents the maximum value of the service package an organisation can benefit from — testing, training, advisory — and not transferred money. The software investment is financed from other calls.
How many organisations can TDIH support?
The EC catalogue fiche mentions 103 SMEs and public organisations over the course of three years. Enrolment and the selection criteria are checked on transilvaniadih.ro, in line with the hub's service scheme.
Does TDIH also work with public institutions?
Yes — public organisations are among the beneficiaries, and Cluj-Napoca City Hall is itself a consortium member, which gives the hub direct experience in digitalising public administration.
