CiTyInnoHub — Constanța's EDIH for companies across the South-East

Coordinated by Ovidius University of Constanța, the CiTyInnoHub consortium counts 6 members: CCINA Constanța, Iceberg Plus, the Constanța Metropolitan Area, Ernst and Young and the National Employers' Association of Women in Business in SMEs. The chamber of commerce and the employers' association provide the direct link to the business community, while the Metropolitan Area connects the hub to local administration.

The territory served is the South-East region — from Constanța and Tulcea to Galați, Brăila, Buzău and Vrancea — with beneficiaries drawn from both the private sector and public organisations.

CiTyInnoHub's offer follows a logical path: first the digital maturity assessment and the transformation plan, then technology testing and experimentation on concrete cases, advanced training for your team, assistance in finding investment and, cutting across all of it, innovation-ecosystem building and networking.

All are services subsidised through the Digital Europe Programme and national co-financing — the hub grants no direct financial support to companies. Access conditions are consulted on cityinnohub.ro, in line with the hub's service scheme.

Northdan Soft is not part of the Constanța consortium and does not sell funding consultancy. We are the vendor that executes: from the transformation plan received from CiTyInnoHub we build the solutions — digitalising company processes, securing infrastructure, applications for port operations or tourism.

The funding behind the hub is split in half: the Digital Europe Programme covers 50% of eligible costs and POCIDIF the other half. Action 2.4 closed on 25 October 2023 with an allocation of 12,873,886.83 euro, while Action 6.1, reserved for the seven STEP-sealed hubs, runs from 30 April 2026 to 30 December 2026 with 20,918,624.37 euro. In both calls the eligible applicant is the hub, never the company receiving the services.
