Microindustrializare 2026 — what can be stated about the new edition, and what cannot

At our check on 30 July 2026 the ministry page carried no applicant guide for the 2026 edition and no announced session. The most recent programme-related item dates from 10 November 2025 and concerns implementation, not an opening: through Order no. 2,225/03.11.2025, published in Monitorul Oficial no. 1034 of 7 November 2025, the Microindustrializare procedure approved by ministerial order 598/2023 was amended so that beneficiaries may repay their contracted loans partially or early without affecting receipt of the non-repayable aid, with early repayment of the loan component tied to that aid possible after the settlement file is filed.

That detail says indirectly what is otherwise invisible: the procedure the ministry was amending in November 2025 is still the 2023 session’s. A new edition starts with a new procedure, approved by order and published in the official gazette — and no such act existed at the date of our check.

On a mature call, three different deadlines are read separately: the submission deadline, the implementation completion deadline and the date by which payments may still be made. For the 2026 edition none of the three exists yet. We will publish them separately once they appear in the guide, because projects are lost more often at the implementation deadline than at the submission one.

The figures circulating about Microindustrializare 2026 come from two places, and neither of them is a rule. The first is the archive: ceilings and intensities from earlier editions, which changed from one session to the next. The second is the budget process: proposals for commitment appropriations discussed before a budget is adopted, which do not become an allocation until adoption and do not become a per-project ceiling even after it.

The distinction matters in practice. A manufacturer who sizes an investment on an archive figure risks rewriting the whole budget after the guide appears, and a budget rewritten in a hurry is exactly where ineligible lines show up. That is why we work on budget scenarios rather than on an assumed ceiling.

The 2023 session introduced a hybrid model worth remembering, because any new edition will be compared against it. The ceiling rose to RON 500,000 per beneficiary, but only half of that stayed non-repayable aid; the other half became a mandatory bank investment loan of at least RON 250,000, taken out with one of the programme's partner banks.

The effect on a software budget is direct: in a model with a mandatory loan, the digital component no longer competes with the machine for a grant, it enters a repayment plan. A production ERP that shortens the order cycle and gives the real cost per batch changes role — from eligible cost to bankability argument.

The MEDAT line with an active 2026 submission window is SME Eco-Tech, financed from the Swiss contribution: submissions until 24 September 2026, a grant of at most 40% of eligible costs, a ceiling of CHF 50,000 and a mandatory bank loan covering at least 60% of the project. Since July 2026 the beneficiary circle is no longer limited to manufacturing, so eligibility is checked in the programme's consolidated procedure rather than against the profile described here.

It is a different programme, with a different funder, a different eligible-cost list and a different scoring grid — not a substitute for Microindustrializare and not a fit for every company profile. We say so because a firm waiting passively for an unannounced edition loses a window that closes in September regardless.

The programme's historical profile is the purchase of production equipment together with the software that serves it. In practice that means a production ERP with recipes, work orders and consumption, stock management for raw materials and finished goods, plus automations that pull data straight off the machines instead of relying on paper reporting.

The common mistake is treating software as an accessory to the machine, budgeted last from whatever is left. A poorly monitored production line makes the same parts, but without a real cost per order, without batch traceability and without machine load figures — that is, without precisely the indicators any progress report asks for.

We do not issue a dated, signed technical offer for a call whose guide is unpublished. An offer dated before the rules exist can contradict the final eligible-cost list, and a line ruled ineligible at evaluation costs far more than an offer delayed by two weeks. Until publication we work on a draft document, not a firm commercial commitment — and yes, that means we postpone a deliverable clients ask us for.

We also do not issue accommodation quotes and we do not judge your company's eligibility: the first is a practice penalised at evaluation, the second belongs to your consultant or to the authority. What we deliver is the specification, the technical offer, the budget by category, the implementation and the acceptance documents required at reimbursement.
