Microindustrializare 2023 — the session that changed the rules: grant plus credit

The enrolment window was open from 21 December 2023 until 4 January 2024, on programenationale2023.ro. Submission order counted decisively: the RON 85 million budget covered roughly 170 beneficiaries, and whoever was late stayed on the list without an allocation.

The final count was 1,036 applications, and the last file that still fitted the budget was the one at position M-195. The rest remained outside the allocation — a hard demonstration that, at this type of session, preparing the file before opening is worth half the funding.

The RON 500,000 ceiling looked like excellent news, but it came with a condition unprecedented in the programme: only 50% was non-repayable aid, and the remaining 50% had to be covered by a bank investment credit of at least RON 250,000, contracted with the partner banks. Whoever failed to obtain the credit could not access the grant either.

It is a difference of structure, not of nuance, compared with the 2017-2020 editions, which offered a pure grant. And one more important clarification for anyone researching the programme's history: the so-called 2022 session never existed as a real submission round — the procedure only reached public consultation and never opened.

The 2023 session accepted among its costs the website or online store, the domain name, software and licences, IT equipment, smartphones, tablets and the electronic signature — all conditional on relevance to the financed CAEN code. A manufacturer who also sold online could thus finance both the machinery and the digital sales channel.
