The EDIH network in Romania: digitalization support for companies
Seven European Digital Innovation Hubs cover seven of Romania's eight development regions, and what a company receives from them is contracted services, not money paid into an account.

Romania's EDIH network is paid for in two equal halves: the Digital Europe Programme covers 50% of each hub's eligible costs and POCIDIF, the smart-growth and digitalisation programme managed by Romania's Ministry of European Investments and Projects (MIPE), finances the same eligible costs for the other half, on an indicative budget of 35 million euro. The ministry names seven hubs — TDIH and DIH4Society in Cluj-Napoca, CiTyInnoHub in Constanța, eDIH-DIZ in Iași, FIT EDIH in Brașov, Wallachia eHub in Bucharest and DIGIVEST in the West — a count that now matches, item for item, the European Commission's own EDIH catalogue; no hub is headquartered in Sud-Vest Oltenia. Two consequences follow for a company. First, on the POCIDIF calls behind the network the eligible applicant is always the hub, never the firm that receives the services: Action 2.4 closed on 25 October 2023 with 12,873,886.83 euro, and Action 6.1, reserved for the seven STEP-sealed hubs, runs from 30 April 2026 to 30 December 2026 with 20,918,624.37 euro. Second, what the firm receives is non-financial state aid granted under a contract with the hub, in the scheme approved by MIPE Order no. 3151/18.08.2023 and amended by Order no. 440/25.03.2026 — services with a recorded value, not a transfer. What an EDIH is and who funds the network
European Digital Innovation Hubs are centres co-financed through the Digital Europe Programme, the European Commission's programme for the adoption of digital technologies; the Romanian half of the bill is settled by POCIDIF, whose managing authority is MIPE, and the ministry lists the contracted hub projects on its strategic-operations page.
Each hub brings together universities, clusters and technology companies from a region and works as a one-stop digitalization desk for SMEs and mid-caps: you assess, you learn, then you decide with full information.

Skills development covers training the team on digital tools, while funding orientation shows you which European or national programmes match the investment you are preparing.
The step after EDIH: implementation
An EDIH journey usually ends with recommendations: which processes to digitalize, which technologies deserve the investment. That is where we take over — we build the recommended ERP, online store or application and deliver the technical documents for the funding you choose.
One boundary is worth restating before you plan around a hub: neither of the two POCIDIF calls behind the network — the closed Action 2.4 or the live Action 6.1 — accepts an application from your company, so the investment that follows an EDIH journey has to be financed from a call your company can enter in its own name, typically a regional SME digitalisation line.

How much do the services of an EDIH hub cost for an SME?
The core services — test-before-invest, training, funding orientation — are free or heavily subsidized through the Digital Europe Programme, within the limits of each hub's support scheme; the exact conditions are checked with the hub you choose.
Which EDIH hubs exist in Romania and which one is mine?
Seven: WeH (Sud-Muntenia and București-Ilfov), eDIH-DIZ Iași (Nord-Est), FIT Brașov (Centru), DIGIVEST (Vest), CiTyInnoHub (Sud-Est) and two in Cluj-Napoca — DIH4Society and TDIH (Nord-Vest). None is headquartered in Sud-Vest Oltenia, though ADR Sud-Vest Oltenia is listed as a DIGIVEST consortium partner in ADR Vest's notice of 29 July 2026.
Does an EDIH offer cash grants to companies?
Not directly: the hubs deliver services, not cash financing. The funding-orientation component, however, helps you identify the programmes — the POCIDIF calls, for example — through which the actual investment can be supported.
Can a large company approach an EDIH?
The main audience is SMEs and mid-cap companies, and some hubs also work with public-sector organizations. Check with the hub in your region which categories of beneficiaries its service scheme accepts.
