A company in Banat or Hunedoara: what funded digitalization looks like after the regional call has passed
The West has a rule other regions do not: on the same regional call, the company's own contribution ranged from 10% to 24% depending on the county. This guide starts there.
For companies in Timiș, Arad, Caraș-Severin and Hunedoara, the 2026 guide to funded digitalization opens with a rule almost nobody quotes. Call PRV/1.2/1, Digitalizare IMM under the West Regional Programme, sets the applicant's minimum own contribution at 24% of total eligible value for implementation locations in Timiș county, 17% for Arad and 10% for Hunedoara and Caraș-Severin. The call ran from 1 July 2025 at 12:00 to 20 February 2026 at 12:00, with a budget of €15,382,353 and non-repayable grants of €10,000 to €100,000 per project, capped at 30% of average turnover over the last two closed financial years; on 10 March 2026 the managing authority issued Instruction no. 37.P on verifying the financial statements attached to the submitted applications, so the files are in verification rather than in implementation. DIGIVEST, the European digital innovation hub led by ADR Vest (the West Regional Development Agency), closed its first project period in June 2026 after raising the digital maturity of 127 SMEs, and on 29 July 2026 the consortium put a new guide for free SME support services into public consultation, open for comments until 14 August 2026. Nationally, POCIDIF 2.1 (the Smart Growth, Digitalization and Financial Instruments Programme) is open until 30 September 2026 for companies with technology CAEN codes; the MEDAT programmes cover manufacturing and trade in sessions. Hunedoara is a just-transition county, so companies there also hold the PTJ channel. IT startup in Timișoara: is POCIDIF 2.1 for us, or only for large companies?
The call is dedicated to SMEs with technology CAEN codes, with non-repayable aid of €200,000 to €1.5 million for innovative services and applications — the widely quoted €3 million ceiling covers only hardware products manufactured at the beneficiary. So the filter is not company size but the authorized CAEN code: a project whose code is not authorized is rejected automatically at contracting stage. Note the mirror image: the regional call PRV/1.2/1 required that the applicant hold no ICT CAEN codes at submission, so a software firm was never eligible there.
Factory in Hunedoara: what does the Just Transition Programme offer us in practice?
At our 30 July 2026 verification the open calls managed regionally were industrial and technology parks, renewable energy sources, green mobility and vocational training. The productive-investment calls for SMEs, including the Jiu Valley variant, were closed, and two new guides for the transition counties had finished public consultation without a launch date. The digital component of a productive investment is sized once the call has an approved guide, not before.
We missed the regional call and have no IT CAEN code — are we out of options?
Not necessarily. The MEDAT programmes (Micro-industrialization, Trade and Services, Women Entrepreneur) run in sessions, and whether a company qualifies is read off the eligible CAEN list of the session actually in force, not off the programme name. The DIGIVEST support services carry no cost for the selected beneficiary, and the guide for the new call was in public consultation until 14 August 2026. Separately, some digital investments stand up without a grant at all: for invoicing automation or stock management the payback period is usually counted in months rather than years.
