Manufacturing plants, automotive suppliers and transport operators carry the West region's economy, and DIGIVEST — the European Digital Innovation Hub for western Romania — built its strategy around them, adding agri-food, health and smart city to the priority list. The hub is coordinated by ADR Vest, the regional development agency, from its Timișoara headquarters at Strada Gheorghe Lazăr 14, with the regional ICT cluster and Tehimpuls, the regional innovation and technology-transfer centre, completing a three-organisation consortium. In the European Commission's EDIH catalogue its technical competences are rated 5/5 for high-performance computing, cybersecurity and the internet of things, and 4/5 for software architectures, delivered through test-before-invest work, staff training, orientation towards funding and networking; public administration and public-sector innovation are rated 3/5, so whether a public body falls inside the accepted beneficiary categories is a question for the hub rather than an inference from the fiche. Implementation belongs to a vendor, not the hub

After the DIGIVEST diagnosis, Northdan Soft actually builds the recommended solution — automations, security, applications — with a technical offer and eligible-cost budget.

Who coordinates DIGIVEST and the territory it covers

The DIGIVEST consortium is coordinated by the West Regional Development Agency (ADR Vest), joined by the regional ICT cluster and by Tehimpuls, the regional centre for innovation and technology transfer. The headquarters are in Timișoara, at Strada Gheorghe Lazăr 14, and the territory served spans the entire West region.

The hub's declared profile is not limited to the private sector: the catalogue rates public administration and public-sector innovation at 3/5, with smart city at 4/5, so the public side appears in its remit — which categories of beneficiary it accepts is confirmed with the hub itself. Co-financing comes through the Digital Europe Programme, the European Commission's programme for the adoption of digital technologies.

What a West-region company concretely receives

The service package follows the EDIH network model: work on the hub's technical competences — HPC, cybersecurity, IoT, software architectures —, training for your team, orientation towards funding and access to a partner network spanning manufacturing, automotive, transport, agri-food, health and smart city. Prototyping and field trials, by contrast, are rated 2/5 in the catalogue, so a built and tested pilot is not what this hub promises.

These services do not arrive as a cash grant: the hub transfers no money to the company, but puts subsidised expertise at its disposal. Access conditions and any caps are verified directly with the hub, in line with its service scheme, on digivest.ro.

From the DIGIVEST recommendation to delivered software

Northdan Soft is not a member of the DIGIVEST consortium and offers no financing consultancy. We are the vendor that takes the digital maturity report or the recommendations received from the hub and turns them into working software: process automation, security solutions, business applications.

The two POCIDIF calls behind the network work like this: Action 2.4 closed on 25 October 2023 with 12,873,886.83 euro, and Action 6.1, open from 30 April 2026 to 30 December 2026 with 20,918,624.37 euro, lists DIGIVEST with ADR Vest as partnership leader. In both, the eligible applicant is the hub, never your company — your own investment is financed from a separate call, and we prepare its technical component: specifications, offer and eligible-cost budget.
