Bucharest-Ilfov: €55 million for public-administration digitalization, in a calendar rewritten three times

The capital region announces its funding intentions in a single document — and that document has been reissued three times in six months. Here is what the current version states, and what it does not state yet.

The indicative call-launch calendar for the Bucharest-Ilfov Regional Programme has been reissued three times in six months: on 27 January 2026, on 30 March 2026 and on 13 July 2026. The July version totals €437,409,152, and the two digital calls in it are explicit. Action 2.1, support for the digitalization of public administration through innovative digital solutions and smart city applications, carries a budget of €55,000,000, is competitive, with the final applicant guide estimated for July 2026, opening estimated for September 2026 and closing estimated for October 2026. Action 1.7, advanced digital transformation of SMEs, carries €25,000,000, with the final guide estimated for October 2026 and a window estimated for December 2026. Verified on 30 July 2026 on regiobucuresti-ilfov.ro, where call PR BI P2/2.1/1/2026 was still listed under calls in preparation, following a public consultation that ran from 18 February to 17 April 2026 and included the technical and financial evaluation grid in consultation form. One eligibility detail deserves reading before any planning, because the two official documents disagree: the call page opens its eligible-applicant list with commune authorities, followed by partnerships, other institutions, Ilfov County Council, the City of Bucharest, its districts and town authorities, while the equivalent line in the indicative calendar omits communes entirely. An Ilfov commune should therefore not rule itself out on the strength of the calendar; the binding list is the one in the approved guide.

The indicative calendar published by ADR Bucharest-Ilfov on 13 July 2026 shows the final guide in July 2026, opening in September 2026 and closing in October 2026. These are estimates: the same calendar was reissued three times in six months, and on other calls in the programme the opening was postponed by management-authority decisions. The date that binds is the one in the approved guide.

How much can a single project request under call 2.1?

The call budget is €55,000,000 according to the 13 July 2026 calendar, but the minimum and maximum per project are set in the applicant guide, which had not been published in final form at our check on 30 July 2026. Any per-project figure circulating for this call comes from the consultation draft, not the approved guide, and may change.

Can communes in Ilfov apply under call 2.1?

The two official documents differ. The call page published on 18 February 2026 with the draft guide lists commune authorities first among eligible applicants, alongside partnerships, other institutions, Ilfov County Council, the City of Bucharest, its districts and towns. The 13 July indicative calendar summarises the same field without communes. A calendar summary cannot narrow an eligibility list, so the answer that binds is the approved guide, and a commune should confirm it in writing with the managing authority before ruling itself out.
