Bucharest-Ilfov action 1.7: the budget fell from EUR 35 to 25 million and the window moved to December 2026

The only regional digitalization line left for companies in the capital region has, as of 30 July 2026, a smaller budget than a year ago and a submission window that fits into a single month.

Action 1.7 of the Bucharest-Ilfov Regional Programme, support for advanced digital transformation of SMEs, is read most honestly by comparing three versions of the indicative call calendar published by ADR Bucharest-Ilfov. In the version dated 30 May 2025 the action carried a call budget of 35,000,000 euros, of which 14,000,000 euros EU contribution, with a final guide estimated for July 2025 and a submission window in September 2025. In the October 2025 version the budget is reduced to 25,000,000 euros, of which 10,000,000 euros EU contribution. In the version dated 13 July 2026, the most recent at the time of our check, the budget stays at 25,000,000 euros, the call is competitive, eligible applicants are micro-enterprises and SMEs, the final guide is estimated for October 2026, and both the opening and the closing of the call are estimated for December 2026. No per-project ceiling is published in any of these versions. Anyone quoting a maximum amount per project for 1.7 today is inferring it from another programme, not citing a document of this call.

When does the call under action 1.7 in Bucharest-Ilfov open?

The indicative calendar published by ADR Bucharest-Ilfov on 13 July 2026 estimates the final guide for October 2026 and both the opening and the closing of the call for December 2026. These are estimates, and this action's history recommends caution: the May 2025 calendar estimated the window for September 2025, the March 2026 one for September 2026. The firm date is published together with the applicant guide.

How much can a company request under action 1.7?

That is not yet known. The programme's public documents give only the call budget, 25,000,000 euros, of which 10,000,000 euros EU contribution. The minimum and maximum per project are set in the applicant guide, which on 30 July 2026 had not been published even in a consultation version. Any per-project range circulating for 1.7 today comes from another programme or another region.

Why did the budget of action 1.7 fall from 35 to 25 million euros?

The reduction appears between the calendar of 30 May 2025 and the October 2025 one and is tied to the modification of the regional programme. In an announcement dated 13 November 2025 the managing authority explained that the adjustments follow the mid-term evaluation required by art. 18 of Regulation (EU) 1060/2021 and Regulation (EU) 2025/1914, and that version 3.1 of the programme was approved by the Monitoring Committee on 16 October 2025. The announcement explicitly mentions the reallocation of action 1.7.
