A perfect score was not always enough — that is perhaps the sharpest memory of the 2022 round of Femeia Antreprenor (the national women-entrepreneurs grant programme). In the summer of 2022 the programme moved from promise to reality: the modern edition's first round opened enrolment on 18 August 2022, for 30 working days, with a grant of at most RON 200,000, 100% non-repayable, awarded as de minimis aid, from a budget of around RON 200 million. As with Start-Up Nation of the same year, the business plan had to contain a mandatory digital package of at least RON 25,000: a website or online store, domain, promotion, software, an electronic signature and IT equipment. Competition was fierce — 1,800 evaluated files produced 1,175 admission notifications and 913 signed contracts, and not even the maximum score of 100 points guaranteed funding: the tie-break criteria decided. Checked on 30 July 2026, the round stays closed, and the ministry's announcement about financing of up to RON 200,000 being unblocked concerns the resumption of implementation and payments for contracts already signed — not a new submission session, a confusion that circulates widely. How the 2022 round unfolded

Enrolment began on 18 August 2022 and stayed open for 30 working days, in the ministry's electronic application. The grant of at most RON 200,000, fully non-repayable and awarded under de minimis rules, drew interest far exceeding the budget of around RON 200 million.

The results drew the line as follows: 1,800 files evaluated, 1,175 admission notifications, 913 contracts signed. The tie-break was the sore point — at equal scores, even at the maximum of 100 points, the additional criteria decided, and many solid plans were nonetheless left without funding.

The minimum RON 25,000 digital package

The 2022 round adopted the rule introduced that same year at Start-Up Nation: digitalization was a mandatory chapter, of at least RON 25,000. It covered the website or online store, the domain name, online promotion, software, the electronic signature and IT equipment.

The entrepreneurs who took this chapter seriously — with technical specifications and real offers from suppliers — gained twice: a score free of suspicion at evaluation and reimbursement without corrections during implementation. It is the working model we recommend for any future edition.

The unblocking of implementation and what comes next

After a period of uncertainty, MEDAT officially announced the unblocking of the financing and the resumption of the programme's implementation — the 2022 round's beneficiaries could continue their projects and reimbursements.
