The presentation website is often the smallest line in the budget — and for that reason the most carelessly written, even though reimbursement scrutinises it as closely as an ERP.

There is a concrete, current answer to whether a website can be funded, not merely a historical one. The digital package of the SME Eco-Tech programme, open until 24 September 2026, covers a presentation website or an online store, domain registration and promotion of the site or store, per the programme's implementation procedure. The detail that changes a budget: the domain is registered without hosting, so the annual hosting subscription stays an operating cost of the company rather than a reimbursable line. The second route is Start-Up Nation, whose fourth edition has an announced session 2 of up to 250,000 lei per company, with no submission calendar published as at 30 July 2026 and a spending deadline of 8 December 2027. The third is historical: the closed PNRR C9 call for SME digitalization listed websites among its costs. Where a website is eligible today, and with what limit

SME Eco-Tech, open: the presentation website or online store belongs to the digital package, together with domain registration without hosting, promotion of the site, the electronic signature, IT equipment and licences. Business software has a separate ceiling of 15,000 lei excluding VAT inside the same package, which does not apply to the website line. Registrations close on 24 September 2026 at 20:00, and funding is awarded in order of submission.

Start-Up Nation, announced without a calendar: for new companies the business plan routinely includes online presence, and session 2 of the fourth edition was announced at up to 250,000 lei per beneficiary. The exact eligible-cost list and per-category ceilings are set by the session procedure, unpublished as at 30 July 2026, while the spending deadline for the edition is 8 December 2027.

PNRR C9, closed: the SME digitalization call listed websites among its costs alongside online stores, ERP, CRM, licences, cloud, automation and cybersecurity. It remains useful as a precedent, not as a route — beneficiaries are in the reimbursement phase.

What the budget line for a website actually says

A fundable website is described by its content, not by its name: the number of pages and sections, the language versions, the contact forms and where they lead, mobile optimisation, analytics integration, GDPR compliance elements, and the copy — written by the client or by the supplier, priced separately if we write it.

Stages are listed separately because each produces a result that can be shown at acceptance: information architecture and design, page development, language versions, forms and integrations, basic technical optimisation, testing and publication.

Why the format matters: where a guide requires the price to be justified, a dated screenshot from the official website of a company in the field, carrying the date of the offer and the name of the company, is one of the accepted forms of justification — as described in the POCIDIF Action 2.1 guide approved by MIPE Order no. 965/23.06.2026.

The recurring costs: domain, hosting, maintenance

Three small costs that cause large arguments because their treatment differs. The domain: 40–70 lei a year for a .ro, and in SME Eco-Tech its registration sits inside the digital package. Hosting: 100–400 lei a year on a shared plan for small sites — and it is precisely what is missing from that package, so it is paid from own funds.

Maintaining a presentation website costs an indicative 50–150 € a month. As a general rule, services after project completion do not belong to the project and are contracted separately, at a visible price.

The SSL certificate is free through Let's Encrypt. If it appears invoiced separately at 50–100 € a year, it is worth checking what else the offer contains.

Indicative prices and why we publish them

Indicative, excluding VAT and in euro: a website on a purchased and adapted theme 300–1,500 €, a custom-designed site 1,500–5,000 €, and copy written by us 30–80 € per page. Above that level, once client areas or large catalogues appear, the conversation is about a platform from 5,000 €, not a presentation site.

Programme ceilings are expressed in lei and our prices in euro. The programmes on this page set no reference exchange rate, so we do not convert on your behalf.

We publish the bands because a public, dated price carrying a scope label is exactly what a buyer needs in order to write a defensible budget. The final figure comes from a written offer after a scoping discussion.

Acceptance, reimbursement and the limit we keep

At the end of the work we hand over the site published on the beneficiary's domain, the acceptance protocol with each function verified, dated screenshots, the test report and full administration credentials. The beneficiary owns everything the project paid for, including the code and the accounts.

The limit that costs us: we invoice hosting separately from building the site, even when bundling it into the same line would increase the reimbursable amount. An operating subscription melted into the price of an investment is exactly the kind of line that comes apart at an audit, and the difference is recovered from the beneficiary, not from the supplier.
