A custom web application built with grant funding

A client portal, a booking platform, an internal work system — custom web applications are fundable investments when the file describes them rigorously.

Northdan Soft is a software supplier, not a funding consultancy, and is not affiliated with any managing authority or development agency. Programme information is indicative — always check the conditions in the programme's official applicant guide.

Off-the-shelf software has a blind spot: the processes that make your company different. A custom web application covers exactly that gap — a portal where clients see their orders and contracts, a booking platform, an internal work system. In funding terms, such builds have typically been classified, per the applicant guides, as software development costs: the PNRR C9 call covered them through its broad list (closed in 2023, with implementation ended in mid-2026 and payments running to 30 October 2026), ICT-coded companies that turn the application into their own product have POCIDIF 2.1 open until 30 September 2026, and newly founded companies can place the development inside a Start-Up Nation plan, with session 2 announced. The stake of the file is the specification: a custom application with no enumerated functionality is an alarm signal for any evaluator. Northdan Soft removes precisely that risk — we describe the application module by module in the technical offer, build the budget on eligible costs, sign the draft contract and deliver in stages, with settlement documents at every acceptance.

How we help

Functionality enumerated, not promised

The technical offer lists the application's modules, roles and flows — the basis on which acceptance and settlement proceed without argument.

Development in acceptable stages

Each stage produces a working version and an activity report, useful for the project's progress reports.

Clear ownership of the result

The code and the usage rights are settled in the contract from the start — a sensitive subject when the investment is monitored.

Which funding lines support a custom web application

The practical rule: if the application is the company's product (you will sell it), the route is POCIDIF 2.1 — exclusively for SMEs with ICT CAEN codes, with non-repayable aid from EUR 200,000 up to EUR 1,500,000 for an innovative software solution. If the application serves your own activity, it is an investment inside a digitalization project or a business plan, per the chosen call's guide.

Recently founded companies have in Start-Up Nation session 2 a framework where web development can sit in the budget next to IT equipment, with spending possible until 8 December 2027. The consultant confirms the framing; we supply the specification and the budget that make the framing possible.

From specification to production: our delivery process

We begin with short workshops mapping the processes, then fix the specification that goes into the file. After approval we develop iteratively, with demonstrations at regular intervals, so surprises appear early, when they cost little.

At closure we hand over the application in production, the documentation and the acceptance reports for the payment claim, plus warranty and optional maintenance for the durability period. What we do not do: write the grant application, issue eligibility verdicts, or act as your entire technical team — the POCIDIF guide requires at least 20% of the aid for the core activity to go to the beneficiary's own staff.

Frequently asked questions

How is a web application's cost estimated for the budget?

From the specification: we count the modules, screens and integrations, estimate the effort for each and obtain a cost broken down by component. That transparency is exactly what evaluators look for — a global sum without decomposition raises questions.

Can the web application be hosted anywhere after the funding?

Hosting is chosen freely, but the durability period requires the investment to remain functional and demonstrable. We recommend documented infrastructure with administration access held by the beneficiary, so at monitoring visits the application can be shown without depending on third parties.

What separates a funded web application from a subscription to an existing SaaS?

The developed application becomes the company's asset: you adapt it, extend it, and pay no per-user fees. SaaS is a recurring cost that settles poorly in projects. When the company's processes are specific, own development pays off strategically, not only through the grant.
