In road transport the margin is decided in operational detail: how many kilometres the truck runs empty, how long goods sit in the warehouse without moving, how many CMR consignment notes go astray between driver, dispatcher and invoicing. The software that attacks those losses has established names — a TMS for planning and tracking loads, fleet management for fuel and maintenance, a WMS for warehouse operations, plus the digital circuit of transport documents from order to paid invoice. On European money, checked on 30 July 2026, this is a moment for preparation: the C9 call under PNRR, Romania’s National Recovery and Resilience Plan, through which many companies financed their digitalization, is closed and its beneficiaries are in the payment phase, while POCIDIF Action 2.1, the one national call open to SMEs, requires an ICT CAEN code a haulier does not hold. Active right now is the EDIH channel — the European Digital Innovation Hubs: on the calls that fund the network the eligible applicant is the hub, never the company, and what a firm receives is non-financial state aid granted under a contract. Where transport and logistics funding stands

The recent reference point is the PNRR C9 SME digitalization call, currently closed — the companies that caught it are completing their projects, with payment claims accepted until 30.10.2026 under MIPE Order no. 963/2026 and implementation deadlines set by MIPE Order no. 607/2026. For everyone else, the regional programmes are where eligible activity codes actually vary, each regional development agency publishing its own guide.

In the meantime, Romania's EDIH hubs offer hauliers the same thing as any SME: contracted services — a digital maturity audit, solution testing — that clarify exactly which system deserves a budget. It is not cash, but it shortens the road to a well-aimed project.

What we build for a haulier and how it connects to the file

The usual configuration: a TMS with load planning and real-time statuses, a fleet module with refuelling, servicing and cost per vehicle, a digital circuit for CMR notes and accompanying documents, and for firms with a warehouse, a WMS with receipts, locations and stocktakes. Integration with invoicing closes the loop from order to cash.

For the file, each component becomes a budget line with a price and an operational justification, phrased on the cost categories typically eligible per the guide of the targeted call; during implementation we deliver in stages, with acceptance reports and progress reports that feed the payment claim directly.
