What is e-Transport?

Romania's national system for monitoring road transport of goods: shipments are declared in advance through the tax authority portal and travel with a UIT code that accompanies the cargo.

The purpose is fiscal rather than logistical: the state wants goods movements visible in near real time so that undeclared trade becomes conspicuous. The categories caught are broad and include high-risk goods, international movements and intra-community acquisitions, with thresholds by weight and value. For a company shipping regularly the operational question is where the declaration comes from. Done by hand it is a form per truck, a person who must not be on holiday, and a dispatcher who will eventually forget one. Which shipments have to be declared in e-Transport?

Because the categories and thresholds have been amended repeatedly, the safe operating rule is to check the current list against your product codes each quarter rather than relying on what applied last year.

Who makes the declaration — the supplier, the carrier or the recipient?

Responsibility follows the transaction rather than the vehicle. In broad terms the Romanian supplier declares domestic deliveries and exports, while the Romanian beneficiary declares intra-community acquisitions and imports. The carrier is responsible for keeping the code available during the journey and updating the vehicle details. Agreeing this explicitly in your contracts avoids the roadside argument.

How long is a UIT code valid and what if the transport changes?

The code has a limited validity window measured in days from declaration, and it is tied to the shipment as declared. Changes to the vehicle, the route or the quantity must be updated in the system before or during the journey, depending on what changed. A code that has expired or no longer matches the cargo is treated as no code at all during a control.
