The 2021-2027 EU framework: where companies find their funding

POCIDIF concentrates smart growth and digitalization across a total allocation of EUR 2.1 billion, structured in six priorities. Priority 2, worth EUR 661,597,387, holds the digitalization money — but only action 2.1 accepts applications from companies directly; the rest is reserved for central public authorities, the Romanian Digitalisation Authority and Cyberint.

PTJ funds the economic reconversion of the six coal and heavy-industry counties; PEO targets skills and employment, and its digital-skills call closed on 23 August 2024 without a successor round; the eight regional programmes and the agricultural schemes complete the picture, each with its own guides and calendars.

The PNRR is not part of the 2021-2027 financial framework but of the post-pandemic recovery mechanism, which is exactly why its deadlines are far harsher. Its SME digitalization calls have closed, and winning projects must be completed and paid in 2026.

In practice, in 2026 the PNRR is no longer a source of new digitalization money but an execution ground — and Northdan is the vendor delivering the software of these projects on schedule, acceptance documents included.

Step zero is not the grant application but clarifying the project: which processes you digitalize, with what solution, at what cost. With these answers, your consultant identifies the programme and the file gets built on solid ground.

What we do not deliver is equally clear: the grant application itself, an eligibility verdict, or any estimate of the score. Where the guide requires the beneficiary's own involvement — under POCIDIF 2.1, at least 20% of the aid allocated to the core activity — that share cannot be outsourced to a supplier.
