The short answer, before any feature list: the programme ceiling decides what kind of CRM you can build, not the other way round.

A CRM is one of the software purchases Romanian companies most often hope a grant will cover, so the honest place to start is with what the open calls actually pay for. A well-configured CRM changes how a company sells: every lead, offer and contract carries its history, and the team no longer depends on one person's recall. As checked on 30 July 2026, no Romanian call currently open funds the purchase of an internal CRM as a project in its own right. Action 2.1 of POCIDIF, open from 30 June to 30 September 2026 under the guide approved by Order MIPE no. 965/23.06.2026, funds the development of an innovative software product by an ICT company, between 200,000 and 1,500,000 euro. Under SME Eco-Tech, open until 24 September 2026, software needed to run the business is eligible up to 15,000 lei excluding VAT. The 20,000–100,000 euro band still circulating online belongs to the PNRR C9 digitalization call, closed to applications since 2023. As a developer, Northdan Soft defines the CRM in terms evaluators can verify: sales flows described in the technical offer, a budget split across development, configuration and training, a draft contract for the file, then the implementation itself and the paperwork that makes settlement possible.

How funding programmes classify a CRM

In the digitalization calls that have now closed, the ERP/CRM category sat on the same expense line, so a CRM could be budgeted on its own or as a module of a broader management solution. Each call's guide set its own ceilings and percentages, and none of those calls is open today.

In 2026 the picture is narrower. POCIDIF Action 2.1 finances product innovation — a new service, application or product placed on the market, evidenced by three commercialisation proofs — not an internal sales tool, and it requires an authorised ICT CAEN code. SME Eco-Tech caps software at 15,000 lei excluding VAT. Start-Up Nation session 2 has been announced by MEDAT with up to 250,000 lei per beneficiary and spending until 8 December 2027, but its calendar was not published at the time of checking.

Frequently asked questions

Is a CRM scored differently from an ERP at evaluation?

In most scoring grids the two sit in the same business-management-software category, so they do not compete with each other. What counts at evaluation is coherence: the requested budget has to be supported by the flows described in the project.

Can I pay for a monthly-subscription CRM with non-repayable money?

SaaS subscriptions raise problems at settlement, because financiers prefer costs incurred within the implementation period rather than open-ended recurring fees. The call's guide states exactly what is accepted; often a fixed-term licence or own development are the safe routes.

My client data lives in Excel. Can it move into the new CRM?

Yes, data migration is a standard stage we include in the budget and the implementation schedule. We clean duplicates, standardise fields and import the history, so from day one the CRM is usable, not empty.
