Digital skills for employees, with financial support

New software without trained people stays an expensive licence — but on 30 July 2026 no open line pays for training alone, so the plan has to be built differently.

Training employees in digital skills has its own funding lines, distinct from those for buying technology, and their state on 30 July 2026 is less generous than most opportunity lists suggest. Both dedicated lines are behind us: the call „Competențe digitale pentru piața muncii” under the Education and Employment Programme received projects in MySMIS2021 between 28 May and 23 August 2024 and closed then, while investment C7 I19 under PNRR, Romania's National Recovery and Resilience Plan, which granted at most EUR 17,000 per SME purely as training programmes, finished implementation on 31 December 2025. This page previously said PEO was preparing a call and that the moment had come to get ready; nothing was being prepared, the call had passed almost two years earlier, and the correction sits below. We know of no open successor line and we are not inventing one. What remains is the third route, the one that actually works in practice: training as part of a digitalization project, wherever that call's guide allows it — the PNRR C9 list included instruction alongside software. Northdan Soft looks at training from the technology supplier's angle: when we deliver a system, user training is a budget line and a project stage, with attendance sheets, course materials and evidence for reimbursement.

The real map of digital training funding on 30 July 2026

We start with our own correction, because it changes the rest of the map. We had published here that PEO was preparing a digital skills call and that companies should get ready for the opening. The managing authority's announcement says something else, in two unambiguous sentences: MySMIS2021 opened on 28 May 2024 at 16:00, and projects could be submitted until 23 August 2024 at 16:00. No extension and no later round appear on that announcement page. It was not a call in preparation but a finished one, and the advice to prepare for its launch was useless to anyone who followed it.

The second dedicated line, training through PNRR C7 I19 run by ADR, Romania's digitalization authority, was contracted and finished implementation on 31 December 2025. The result: at the date of this check we can confirm no open session that funds training on its own. When one appears it will be announced by that programme's managing authority; until then we would rather write that we do not know than publish an estimated date that would look better on the page.

What stays usable is training budgeted inside a digitalization project, but only where the call's guide allows it, and the differences are large. The PNRR C9 call listed it among the eligible categories, next to websites, ERP and licences. Under SME Eco-Tech, open until 24 September 2026, the implementation procedure instead lists staff training among ineligible costs — so on the most accessible programme currently open the sessions are paid from own funds. The check happens in the guide of the call you are filing under, never in a general list.

When does the PEO call for digital skills launch?

It does not — it already launched and closed. Submissions ran in MySMIS2021 between 28 May 2024 at 16:00 and 23 August 2024 at 16:00, with no extension and no later round on the announcement page. For a long time we published here that the call was still due to launch; that was wrong, and we flag it as such.

Is any funding open right now purely for employee training?

On 30 July 2026 we can confirm none. The PEO line closed in August 2024 and C7 I19 finished implementation in December 2025. In practice training is funded only when it enters as a related line inside an investment project — and under SME Eco-Tech, the most accessible open programme, staff training is explicitly listed as ineligible.

Can employee training be a cost inside a digitalization project?

Yes, where the guide provides for it — the model came from the PNRR C9 list, which placed training next to software and cloud. The practical condition: it must be linked to the solutions purchased in the project and documented with attendance sheets and course materials.

How many training hours does a new system need?

For a typical ERP or CRM, between 8 and 24 hours across role groups, plus a period of intensive support after launch. We set the exact figures in the offer according to the number of users and the complexity of the flows — and that is where they enter the budget too.
