A website has no funding programme of its own. It enters as a line inside a larger investment project, and the host programme sets the ceiling, the co-financing and the evidence required at settlement.

As checked on 30 July 2026, no open call in Romania finances a company presentation website on its own. The website is a budget line inside a larger investment project, and the host programme decides everything: the ceiling, the co-financing share and the documents required at payment. The route open right now is SME Eco-Tech, with registrations until 24 September 2026 at 20:00, where the grant covers at most 40% of eligible costs, is capped at CHF 50,000 — RON 267,240 — and is conditional on a bank loan covering at least 60% of the project. The second route is Start-Up Nation session 2, announced by MEDAT with up to RON 250,000 and spending allowed until 8 December 2027, but with no submission dates published. POCIDIF Action 2.1 is not a route for a presentation website: it finances the development of an innovative software product taken to market, by SMEs holding ICT CAEN codes, with a floor of EUR 200,000 per project. What funds a website in 2026, and what does not

SME Eco-Tech is the only route open now in which a presentation website or an online store appears, per the implementation procedure, among the accepted digital components. The entry conditions, however, are those of an investment project rather than of a website: minimum eligible costs of RON 668,100, of which the loan contracted with a partner bank must be at least RON 400,860. Through the order published in Monitorul Oficial no. 558 of 7 July 2026 the programme is no longer restricted to manufacturing: trade and services companies and micro-enterprises become eligible too.

Start-Up Nation session 2 is the second route. MEDAT has confirmed the session, funding reaches RON 250,000 and spending is possible until 8 December 2027. Submission dates have not been published, so any precise calendar displayed somewhere is a guess. The waiting window has a real advantage: the business plan and its digital chapter can be built without pressure, on verifiable specifications and costs.

POCIDIF Action 2.1 is not the route for a company website, and that is worth stating plainly because it appears often in searches next to the word digitalization. The call finances the development of an innovative software product, application or service that the beneficiary commercialises, addresses SMEs with ICT CAEN codes and has a floor of EUR 200,000 in non-repayable aid. A website project meets neither the result condition nor the threshold.

One more useful marker: the broad list of digital costs circulating in many materials — presentation website, e-commerce, ERP, CRM, licences, cloud, training — comes from the PNRR C9 SME digitalization call, closed since 2023. It is a fair catalogue of categories but not a menu available today. Its contracted beneficiaries are in implementation, with completion on 30 June or 31 July 2026 and payments until 30 October 2026.

How the website breaks down into budget lines

Four categories are written separately, because they behave differently at evaluation and at payment: building the site itself, written content, hosting with the domain, and maintenance. The first two are investment costs with a clear deliverable. The last two are recurring costs, and recurring spend after the implementation period usually falls outside the eligible budget — check the exact wording in your call's guide before putting it in the budget.

The technical offer must describe the site in a way acceptance can verify: the number of pages and their structure, the languages, the forms, integrations with invoicing or a booking system, mobile performance requirements, acceptance criteria and the delivery schedule. Evaluators check price reasonableness independently against the market, so a lump price with no breakdown is the easiest line in a digitalization budget to attack.

For settlement we prepare the usual set: the acceptance report, screenshots of the delivered functionality, the transfer of administration access and, where the project requires it, the activity report aligned with the contract schedule.

What the website part costs, indicatively

We publish indicative bands because a defensible budget needs a market anchor rather than a round number. A site built on an adapted theme sits indicatively between EUR 300 and 1,500, a custom-built site between EUR 1,500 and 5,000, and a platform with dedicated functionality on top of the site starts indicatively at EUR 5,000. Content written by us is charged separately, indicatively EUR 30–80 per page.

The limits we put in writing

We issue no eligibility verdicts and we do not submit files. We do not write the funding application, we do not promise approval and we do not assess your company — all of that belongs to the official guide and to the consultant you work with.

The rule that trims our own invoice: we do not inflate the investment line with three years of hosting and maintenance subscriptions to raise the project value. And if the website is all you want, we say so directly — there is currently no call that funds it alone, and waiting for a host programme can cost more than the website itself.

Frequently asked questions

Can only the website be funded, without other investments?

As checked on 30 July 2026, no. The open or announced routes require a broader investment project: SME Eco-Tech starts at RON 668,100 in eligible costs with a bank loan of at least RON 400,860, and Start-Up Nation requires a complete business plan. The website stays a budget line, not the object of the funding.

Do hosting and maintenance count as eligible costs?

They are treated differently from building the site and are often limited to the implementation period or excluded entirely. On the route open right now, the SME Eco-Tech digital package covers registering the domain but not the hosting subscription. We put them on separate budget lines anyway, so that a possible rejection does not contaminate the development line. The wording that decides is the one in the guide of the call you target.

What documents does the financier expect from the website supplier?

Typically: a dated and signed technical offer, a budget itemised on the guide's categories and a draft contract with a delivery schedule. At payment, add the invoice, the acceptance report and proof of operation. Many calls require several offers for the same cost, so anchor the price in a verifiable, dated source.

Can a presentation website be funded through POCIDIF Action 2.1?

No. Action 2.1 finances the development of an innovative software product intended for commercialisation, by SMEs authorised on at least one of the ICT CAEN codes, with a minimum of EUR 200,000 in non-repayable aid per project. A presentation website meets neither the result condition nor the threshold.

I hold a PNRR C9 contract and the website is in the budget. What matters now?

Only delivery and acceptance on time. Completion deadlines for contracted beneficiaries are 30 June and 31 July 2026, and payments run until 30 October 2026. In that scenario applying is no longer the question — finding a supplier who hands over the acceptance documents before the payment window closes is.
