Eligible costs in the Comert programme: why the 2026 list does not exist yet

The eligible-cost list of a MEDAT programme is published together with its implementation procedure. With no procedure there is no list — and no per-beneficiary ceiling either.

The order of steps is fixed, and it explains why so many contradictory lists circulate: first the budget is adopted, then the ministry publishes the implementation procedure with ceilings, eligible costs and criteria, and only then does the application window open. As of 30 July 2026 the Comert programme sits before the first step — the 50 million lei allocation appears as a proposed commitment appropriation in the budget of MEDAT, Romania's ministry of economy, digitalization, entrepreneurship and tourism, not as an approved sum. What is verifiable is the last real session, which opened on 21 December 2023 and closed on 4 January 2024: the 500,000 lei ceiling was not a grant but 50% non-repayable aid, capped at 250,000 lei, with the rest covered by an investment loan from a partner bank. What can be prepared before the procedure exists

An inventory of the systems you already run: the fiscal till models and their communication protocol, payment terminals, the current stock application and its export format, courier accounts, and the platform behind your site if you have one. That inventory decides half the integration effort and does not change with the procedure.

The functional specification of the store and the stock system, plus the data migration plan: how many products, how many customers and how much order history moves, and out of which system. It is the line most often underestimated in budgets, because it is invisible in the interface.

What the offer must contain to survive any list

On each line: the name of the feature or module, the quantity where one exists, the unit price, the delivery term and its role in the shop's operation. Licences and subscriptions sit apart from labour, training has its own line, and maintenance carries a separate monthly rate. A single global price cannot be mapped onto any eligible-cost list and gets cut at evaluation.

Identification details matter as much as the price: the date of the offer, the issuer's signature, the offering company's registration data and its field of activity. Price reasonableness is demonstrated with comparable justifications, and an undated offer is an avoidable weak point.
