Software, sensors and traceability in AFIR projects

The software component has no intervention of its own in Romania's Strategic Plan: it is budgeted inside an investment project, and the intervention code decides the guide, the scoring grid and the eligible-cost list.

A farmer looking for the digitalization intervention will not find one, because it does not exist. As checked on 30 July 2026, in the funding catalogue published by AFIR — Romania's rural investment agency — the software component appears only as part of an investment project, and its legal anchor is the declared objective of the interventions: strengthening farm competitiveness, including a greater focus on research, technology and digitalization, wording that points to Specific Objective 2 in Articles 73 and 74 of Regulation (EU) 2021/2115. On the same date the codes DR-12, DR-14 and DR-18 do not appear in the agency's published catalogue, and DR 30 is the intervention for the installation of young farmers, not a processing one, although both associations circulate in presentation materials. The absence of a page is not a cancellation decision, but a code with no published guide cannot be used for planning. A digital component tied to the intervention's objective

We write the software chapter starting from the declared objective of the intervention you apply under, not from a generic feature list — because that is where the relevance of the investment is assessed.

A budget the evaluator can map line by line

Every line carries a name, a quantity, a unit price and a described role on the holding, so it can be matched against a category in the intervention guide's eligible-cost list.

Installation and training on the holding itself

We mount the sensors, configure the apps on the team's phones and train people at the farm, with a signed training record — the document that links the approved budget to what physically exists on site.

Which codes are published and which only circulate

On the agency's funding sections, checked on 30 July 2026, the published interventions include DR 15 for fruit-growing holdings, DR 16 for vegetables and potatoes, DR 19 for non-productive farm investments, DR 20 for the livestock sector, DR 22 for conditioning, storage and processing of agricultural and fruit products, DR 23 for processing into food and transformed products, DR 26 for setting up irrigation systems, DR 30 for the installation of young farmers, DR 33 for producer groups, and sub-measure 4.1 for simple purchases of agricultural machinery.

The codes DR-12, DR-14 and DR-18 are not in that list at the date of our check. Planning an investment around a code that has no published guide, annexes or session risks losing a whole window. The practical rule: read the intervention code from the agency's own page for that intervention, with the full name beside it, not from a recompiled list.

What the digital component contains, per project type

Holding-centred projects: the farm management application — parcels or livestock, a log of field work and treatments, input stocks, costs per crop — a mobile app for entries made in the field, and sensors feeding the application with real data on soil, microclimate or machinery.

Conditioning, storage and processing projects: batch traceability from raw-material intake to the labelled product, records of recipes and yields, food-safety reports and the link to the stock system. Irrigation projects: telemetry and control, consumption alarms and running-hour records.

Frequently asked questions

Is there an AFIR intervention dedicated to farm digitalization?

No. In the catalogue published by the agency, checked on 30 July 2026, digitalization has no intervention of its own: the software component enters as part of an investment project, anchored in Specific Objective 2 of Articles 73 and 74 of Regulation (EU) 2021/2115.

Why are the codes DR-12, DR-14 and DR-18 no longer listed?

At the date of our check they do not appear in the agency's published funding catalogue, and the details-and-annexes page for DR-18 returns an error. That is not a cancellation; it simply means such a code cannot be used for planning today, because it has no guide, no annexes and no session.

Which amounts can I put on the software component?

The amounts, aid intensity and ceilings are exclusively those in the guide of the intervention and session you apply under. We do not publish figures the agency has not published; our indicative bands are supplier prices used to size an offer, not programme ceilings.

How do I find out whether a session is open?

From the project-submission sessions section and from the available-funds counter, which shows the intervention, the sector, the allocation, the launch and closing dates and times, the submission cap, the value and number of projects filed and the funds remaining. The values move with withdrawn projects too, not only with filed ones.

Which documents do I receive for the payment claim?

An invoice with lines identical to the approved budget, a signed acceptance protocol, evidence of operation — administration accounts, screenshots, sensor logs — user documentation and the training record. The set covers the correspondence the check looks for between budget and reality on the holding.
