Digital skills training under the PEO programme
The same hour of instruction cannot be reimbursed twice from public money — and that rule is what separates a software budget from a training budget.
Unlike the rest of the pages in this series, the object of funding here is not software but people: PEO, Romania's Education and Employment Programme, targeted the development of employees' digital skills, from basic use through to specialised tools. The costs such a scheme addresses revolve around the training process — courses, trainers, materials, assessment and certification. The call itself is not a window still to come: MySMIS2021 opened for it on 28 May 2024 at 16:00, and submissions stopped on 23 August 2024 at 16:00, with no extension and no later round announced by the managing authority. What survives the closed session is the boundary itself, because it does not depend on any single call. The angle we look from is that of a software vendor: the most effective digital training happens on the tools employees actually use every day, and when we implement a system, user instruction is part of delivery. Which costs a digital training scheme typically targets
In a skills-centred scheme, budgets typically cover the training services themselves, the trainers' work, the teaching materials, participant assessment and final certification. Equipment or software appears at most as support for the learning process, not as an investment in its own right.
For the PEO digital skills line the applicant guide remains the reference document, but of a finished session: it set the target groups, the types of courses supported and the conditions for employers for submissions between 28 May and 23 August 2024. The parallel route under the recovery plan shows the same boundary in figures — under investment C7 I19, run by ADR, Romania's digitalization authority, de minimis aid of at most EUR 17,000 per SME was granted exclusively as training programmes, with implementation ending on 31 December 2025.
What exists right now on the digital training side
The honest answer on 30 July 2026 is that we could confirm no open session funding employee digital training on its own. Both dedicated lines are behind us: the PEO call closed on 23 August 2024, and PNRR investment C7 I19 finished implementation on 31 December 2025. We are not announcing a successor, because we have not read one in an official document, and an assumed launch date does more damage than a page admitting it does not know.
What does work is the indirect route, which does not depend on a training call at all: instruction budgeted as a cost related to an investment project, wherever that call's guide allows it. The conditional matters. Under SME Eco-Tech, open until 24 September 2026, the implementation procedure puts staff training straight onto the ineligible list — so on the most accessible programme currently open the indirect route is unavailable, and the sessions stay in the company's own budget.
In practice: read the eligible-cost list of the call you are actually filing under, and do not build a training plan on the assumption that a dedicated line is about to open. A new PEO call, if one comes, will be announced by the programme's managing authority on the ministry's announcements page — that is where we read the closed one, and the verified archive of the call sits on our dedicated page.
Training and software: how they complement each other
The scenario that works: the company implements a new system — stock, production, sales — and employees go through structured training on that system and on general digital skills. The software reaches its potential, and the people gain certified, transferable abilities.
We naturally cover the first part and the applied instruction on the systems we deliver; for certified courses under PEO-type schemes we work with authorised training providers, each with their own deliverables and documents.
Double funding is not only the same invoice claimed twice — it is also the same hour of the same person claimed from two projects. The separation is made on five verifiable elements: the contract, the invoice, the timetable, the attendance list and the content delivered.

Has the PEO call for digital skills been launched?
It launched and closed, almost two years ago. MySMIS2021 opened for this call on 28 May 2024 at 16:00 and the last day for submissions was 23 August 2024 at 16:00. The managing authority's announcement shows no extension and no later round, and at the check made on 30 July 2026 no successor call had been published.
Which digital training funding is open right now?
None that we could confirm on 30 July 2026. The PEO line closed in August 2024 and training under PNRR C7 I19 finished implementation in December 2025. What remains is instruction as a cost related to an investment project, and only where the guide allows it: under SME Eco-Tech, open until 24 September 2026, staff training is explicitly ineligible.
Which costs does digital training funding usually cover?
Typically: the training services, trainer fees, teaching materials, assessment and certification of participants. What fell under the PEO digital skills line was set by that call's guide; for any future session the list has to be read in its own guide, not in this one.

Can I combine a digitalization project with a training project?
