For SMEs in trade and services, MEDAT's Comert programme has historically been the gateway to funding the digitalization of sales: tills and POS terminals, e-commerce platforms, stock management software. A 2026 edition is expected, but it must be said plainly that it depends on the adoption of the MEDAT budget for this year — the figure of 50 million lei exists at this moment only as a proposal for commitment appropriations, not as an approved budget. No concrete condition is public until the guide appears. What retailers can do meanwhile is prepare their move online: decide what they will sell over the internet, how stock synchronises between the physical shop and the virtual one, and how the till connects to stock management. Where the Comert programme stands in 2026

MEDAT has announced a simplification of project implementation under the Microindustrializare and Comert programmes, a sign the scheme remains on the ministry's agenda. For the 2026 edition, however, there is only a budget proposal of 50 million lei in commitment appropriations, and the launch of the session is conditional on the budget being adopted.

The practical consequence: there is no guide, therefore no per-beneficiary amounts, co-financing percentages or deadlines we can responsibly quote. All conditions will be set according to the official guide of the 2026 edition, and this page, verified on 30 July 2026, will be updated when it is published.

Our recommendation for retailers is not about the calendar but about preparation: defining a digital project takes weeks, whereas MEDAT registration sessions are usually short. Anyone who starts on specifications only at launch begins from behind.

What a retailer's digital component covers

The core is the online store: product catalogue, cart, online payments, courier delivery. Around it sits the stock software — inventory, intake, stocktaking — and integration with the tills, so a sale in the physical shop and a sale on the site draw down the same stock.

For retailers with several locations we add consolidated reports by shop and channel, and for those in services, modules for appointments or recurring orders. Every element appears distinctly in the indicative budget, by cost category, so the fit with the guide can be verified.

A note on roles: Northdan Soft develops the software and issues the technical documents — offer, budget, draft contract, acceptance protocols for reimbursement. Eligibility, scoring and dossier submission remain the responsibility of the funding consultant; we do not and cannot promise that funding will be obtained.

What we do not do

We do not build a budget around a ceiling that does not exist yet. A budget cut to fit a figure circulating publicly, rather than to fit the business, shows at evaluation and is corrected at reimbursement — and the correction is borne by the beneficiary, not the supplier.

We do not sell fiscal cash registers: those are bought from authorised distributors, while we handle their integration with stock management and the online store. And we do not announce session dates or issue eligibility verdicts — the application, the scoring and the submission stay with the entrepreneur and their funding consultant.

We design the digital component as a business investment, not as a dossier annex: an online store with synchronised stock brings sales regardless of where the money came from. Funding, if it arrives, reduces the cost — it does not change the usefulness.
