Moving to the cloud changes how a company keeps its applications and data: instead of self-owned servers maintained sporadically, professionally administered infrastructure with backups and access from anywhere. In funding terms, cloud services had a category of their own on the list of the PNRR C9 digitalization call — closed since 2023, with projects now in their final phase — while the PNRR call for advanced technologies, currently in implementation, counted cloud among its central technologies. This category hides a specific trap: under POCIDIF Action 2.1, subscription services such as SaaS, PaaS, XaaS, AIaaS or MLaaS are eligible under regional investment aid only insofar as they can be classified, under the beneficiary's accounting rules, as amortisable intangible assets recorded in the company's assets — typically perpetual or multi-year term licences. That call is not open to everyone: applications run from 30 June 2026, 15:00, to 30 September 2026, 17:00, and only SMEs authorised on one of nine IT&C CAEN codes may apply. We move applications in stages, with parallel-running periods, so the company never stops for a single day during the transition.

Cloud costs structured for settlement

We separate the initial configuration (a one-off cost, easy to settle) from monthly subscriptions, which are treated according to the guide's rules.

What the cloud category covers in funded projects

Typically, per the guide: hosting for the company's applications, storage and backups, the platforms on which the systems purchased in the project run, plus configuration and migration services. The PNRR C9 list placed cloud next to licences and training, hinting at its role as the foundation of the other investments.

The sensitive point is the accounting test. Under POCIDIF Action 2.1 regional investment aid, a subscription qualifies only if it can be booked as an amortisable intangible asset; under the research and development strand, SaaS, PaaS and XaaS subscriptions plus cloud compute and storage for training, simulation or testing are eligible when used exclusively for the project.

Migration as an engineering project, not a file transfer

We inventory the applications and their dependencies, set the order of the move, test on copies before the real transition and only then switch production. Every step produces documents — migration reports, operation tests — that go straight into the settlement file.

One limit we state upfront: the POCIDIF 2.1 guide does not allow the technical activities to be fully outsourced, and at least 20% of the aid allocated to the core activity must go to the beneficiary's own staff. We cannot be your entire technical team.

Frequently asked questions

Can a monthly cloud subscription be paid from the grant?

Only within the limits of the implementation period, and only if the call's guide allows it — recurring costs after project closure remain the company's. That is why we structure the budget with one-off costs (migration, configuration) in the grant and the recurring part in the company's operating budget.

What happens to the company's data during a funded migration?

It is copied, its integrity is verified on the new infrastructure, and only then are the old systems retired — nothing is deleted before validation. The procedure and the verification evidence are part of the documentation we hand over at acceptance.

Is the cloud safe for accounting records and personal data?

Yes, when configured properly: EU-based data centres for GDPR compliance, encryption in transit and at rest, role-based access. In many small companies the office server is in fact the weakest point — a documented migration raises the security level, it does not lower it.
