In August 2020 the government approved, through GD 677/2020, the National SME Digitalization Programme: EUR 150 million for SMEs outside the ICT sector, financed through POC Action 2.2.2, with OIPSI and the Romanian Digitalization Authority in the implementation scheme. In October 2020 the POC managing authority published the applicant guide for public consultation — the moment that generated the wave of articles and expectations.

The next step — opening a competitive submission call — never came in the original POC form. The programming period was nearing its end, and the mechanism chosen to carry the theme forward was the new National Recovery and Resilience Plan.
