The phrase digitalization voucher promises something Romania does not currently offer: verified on 30 July 2026, no active scheme by that name exists for SMEs here. The term drifted in from other European countries and from outdated articles, and it now feeds false expectations — people hunting for a simple coupon worth a few thousand euros, to be spent quickly on software. Local reality looks different. The instrument conceptually closest to a voucher is the EDIH network of digital innovation hubs, which give companies subsidised services — technology testing, advisory, training — as non-financial state aid under a contract, without wiring money into an account; note that the company never applies to the POCIDIF call financing the network, because the eligible applicant there is the hub. Everything else comes as classic grants with a project and an application file: POCIDIF Action 2.1 for companies with ICT CAEN codes, where the minimum non-repayable value is 200,000 euro per project, and SME Eco-Tech, open until 24 September 2026, where a project starts at 668,100 lei of eligible costs and a bank loan is compulsory. Other European states did run voucher-type schemes — small amounts, simple procedure, a list of approved suppliers. The press translated the concept and the search stuck to the Romanian market, even though support for digitalization here has always taken the shape of grants with a funding application, evaluation and settlement.

The confusion is also fed by stale articles about calls long closed. The information-hygiene rule: always check the publication date and the official source before making plans based on a text found online.

The most voucher-like mechanism available: the subsidised services of the EDIH hubs, useful for testing and technology advisory before an investment. You do not receive money — you receive expertise at reduced cost, under a contract signed with the hub.

For actual funding, the verification of 30 July 2026 shows two open doors: POCIDIF Action 2.1 (ICT sector, submissions until 30 September 2026, minimum 200,000 euro per project) and SME Eco-Tech (until 24 September 2026, minimum project of 668,100 lei). Both require a serious project, not a coupon.

There is no list of approved suppliers in either scheme. Instead, the POCIDIF guide requires at least two signed and dated price offers for every eligible cost, and evaluators check the prices independently against the market.
