What is e-Factura?

Romania's national electronic invoicing system: business invoices must travel through the platform of ANAF, the Romanian tax authority, in a standardised format rather than as files attached to email.

If your company sells to or buys from Romanian businesses, e-Factura is not an IT topic — it is the invoice channel, and there is no second one that counts. Romania made structured electronic invoicing mandatory for domestic business-to-business trade: the seller submits the invoice as a standardised XML document to the platform operated by ANAF, the Romanian tax authority, the platform validates and seals it, and the buyer retrieves it from the same place through SPV, the tax authority's online taxpayer portal. The document that carries legal weight is the sealed one held by the platform. A file you emailed is a courtesy copy, nothing more. This is part of a broader European movement toward continuous transaction controls, so a group operating in several markets will meet variations of the same idea in Italy, Poland and elsewhere. What decides whether it costs you anything is integration. Firms whose billing software submits and retrieves automatically barely notice the regime; firms whose staff export files and upload them by hand pay for the regulation twice — once in labour and again in the penalties that follow a missed deadline in a busy month.

Can I still send my customer a PDF invoice by email?

You may send one as a convenience, but it has no standing on its own for domestic business-to-business trade. The invoice that counts legally is the structured document submitted to and sealed by the tax authority platform. Treat any emailed copy as customer service, and never as the transaction record you would rely on in a dispute or an audit.

What happens if invoices are not submitted on time?

Late or missing submission carries administrative fines that scale with company size, and the buyer loses the clean deduction trail for the purchase, which turns a paperwork slip into a commercial argument with your customer. The practical risk is not one late invoice but the pattern that appears when submission depends on a person rather than a system.

Our billing software does not support the platform — what are the options?

Three, in ascending order of comfort. Upload manually through the taxpayer portal, which works at low volume and fails at scale. Use a certified intermediary service that converts and submits on your behalf. Or integrate your existing system directly through the published interface, which is the option that disappears from view once built and is usually justified above a few dozen invoices a month.

How do I receive supplier invoices through the system?

They are not pushed to you; you collect them. Your company, or your software acting with your credentials, queries the platform for documents addressed to your tax number and downloads them. Integrated accounting systems poll automatically and post the entries. Companies that never set this up discover months later that invoices they were expecting have been waiting in the portal all along.
