Two normative acts define the 2026 calendar for beneficiaries of PNRR C9 digitalization grants — PNRR being Romania's National Recovery and Resilience Plan. Ordinul 607/2026 (a MIPE ministerial order) fixed the completion of implementation at 30 June 2026, and 31 July 2026 applies exclusively to projects that filed an extension request in time. Ordinul 963/2026 established that payments are made no later than 30 October 2026. Verified on 30 July 2026: both implementation dates have passed, and the stakes have shifted to closing projects impeccably: signed acceptances, working software, a complete disbursement file. The two orders dictating your calendar

Ordinul 607/2026 settled the extension debate: implementation of PNRR C9 projects ended on 30 June 2026, with 31 July 2026 reserved for projects that had filed an extension request in time. There is no third date, and activities unfinished by then fall out of the disbursement.

Ordinul 963/2026 completes the picture on the financial side: payments to beneficiaries are made by 30 October 2026. The August–October interval is therefore the administrative window in which reimbursement files must be flawless.

What “implementation completed” means in practice

Software paid for but not working is not a completed implementation. The authority looks at actual delivery: the application installed and usable, acceptance signed, staff trained where the project requires it, invoices matched to the approved budget.

The most frequent problems we see: features promised in the application but never delivered by late vendors, vague acceptance documents, and mismatches between invoice wording and budget lines. All three can be corrected if you act in time.
