What is HRM?

Human Resources Management means the administration of people and, in practice, the software running the whole employee lifecycle: recruitment, time tracking, leave, appraisals and departure.

Ask a company of eighty people how many holiday days a specific employee has left and time the answer. If it takes more than ten seconds, the information lives in a spreadsheet somebody maintains, a folder of signed forms, and the memory of one person in the office. HRM software replaces that arrangement with a single record per employee covering the entire relationship: the recruitment pipeline that hired them, the contract and its addenda, working time and absences, training and certifications with expiry dates, appraisals, equipment issued, and eventually the exit checklist. Payroll consumes the outputs; it is not the same system. The commercial case is rarely about the HR department's convenience, which is why it often stalls in a budget meeting. It is about three exposures. Labour inspections and audits ask for records that must exist and must agree with each other. Disputes over hours, leave and overtime are decided by documentation rather than recollection. And growth past roughly fifty employees turns the informal system into a full-time job for someone who was hired to do something else entirely.

What is the difference between an HRM system and payroll software?

Payroll calculates and pays: gross to net, contributions, statutory declarations. HRM manages everything around that — recruitment, contracts, absence, appraisals, training, equipment, offboarding. They must exchange data, since payroll needs approved hours and absences from HRM. Buying payroll and assuming it covers human resources is the most common reason companies end up back in spreadsheets.

Off-the-shelf HRM or custom development?

Buy off the shelf for the standard lifecycle, because vendors have already solved local labour compliance and update it when the law changes. Custom development earns its place where your workforce model is genuinely unusual — complex shift patterns, field crews, per-site certification requirements, agency staff mixed with employees — or where HR data must drive an operational system you already run.

How does an HRM system help during a labour inspection?

It converts a scramble into an export. Employee registers, contracts and addenda, working time records, overtime approvals, leave balances, medical examination dates, safety training and signature evidence all sit in one place with dates attached. Inspections tend to punish inconsistency between documents more than the underlying facts, and a single system removes most of the inconsistency by construction.
