Digitalization inside PTJ projects across the six counties

PTJ is not a digitalization programme but a productive investment one, and that defines where software sits in the budget: a component supporting the main investment, never an end in itself. Submissions on the SME investment call closed on 20 May 2024, under MIPE Order no. 1020/16.04.2024, and financing contracts could be signed until 17 May 2025. In a new plant in Hunedoara or an extended line in Galati, the digital part typically means the system that runs production, integrated stock management, the IT equipment on the shop floor and the traceability that links a raw-material batch to the finished product. Beneficiaries in the six eligible counties are past submission; what counts now is delivering every budget item in the approved form and on schedule. This is where Northdan comes in: we implement the software component foreseen in the project, connect it to the new machinery and processes, and hand over the supporting documentation required at each reimbursement request. Ceilings per cost category remain those set in the applicant guide of each call — we publish no figure of our own for them — and the exact eligible perimeter is the one in each beneficiary's contract.

The role of software in a PTJ investment

In a productive project, the digital component typically covers the production management system for the new capacity, stock and consumption tracking, the IT infrastructure of the unit (network, servers, workstations), digitalized quality control and staff training on the new tools.

The budgeting rule was set at approval: software appears on the lines from the financing application, with the functions described there. During implementation any equivalence — a different platform, a different vendor, the same function — is documented and, where the contract requires it, approved before purchase.

Implementation and reimbursement across the six counties

PTJ projects in Gorj, Hunedoara, Dolj, Galati, Prahova and Mures are in the execution phase, with reimbursement schedules that do not forgive delay. The software component is often left until after construction and machinery — and then suddenly becomes the critical path of the last payment request.

An administrative milestone can move the whole technical calendar. The corrigendum approved by MIPE Order no. 187/03.02.2025 set a nine-month deadline for submitting the building permit to the managing authority or the intermediate body; if the civil works slip, commissioning the system that serves them slips with them.

The documents we hand over at every acceptance — protocol, implementation report, evidence of operation on the real flow — are written with the reimbursement file in mind, so the monitoring officer can close the check quickly.

What we deliver and the limit we keep

Northdan Soft is the beneficiary's software vendor: we implement, integrate, deliver in documented stages and hand over the technical documentation for reimbursement requests. We do not write the financing application, we do not assess a company's eligibility and we do not promise approvals.

The limit that costs us money: we do not sign an acceptance protocol for a module that is not running in production, and we do not backdate documents to fit a payment request already filed. It is the most frequent request in the final weeks of a stage, and for us it means an invoice postponed to the next reporting period.

Can I replace the software in an approved PTJ budget with another?

Functional equivalences are in practice possible if they respect the approved specifications and the procedure in the contract — usually with prior notification of, or agreement from, the authority. We prepare the technical equivalence documentation such a request needs.

When did submissions close and until when could contracts be signed?

Submissions closed on 20 May 2024, under MIPE Order no. 1020/16.04.2024, and the deadline for signing financing contracts on the SME calls was extended in stages to 17 May 2025. New launches on this line are announced by the managing authority.
