What is telemedicine?
Delivering medical services at a distance through technology: video consultations, monitoring from home, electronic prescriptions.
A medical consultation no longer necessarily involves a journey, a queue and a waiting room. Through telemedicine a patient talks to a doctor by video, sends investigations in digital form, receives a prescription electronically and can be monitored at home through connected devices measuring blood pressure, blood glucose or oxygen saturation. Romania gave the practice a clear legal framework from 2020, and the legislation recognises several distinct forms: teleconsultation between doctor and patient, tele-expertise between one doctor and another, telemonitoring and teleradiology. For clinics and private practices this is not merely a convenience offered to patients but a business channel with measurable effects. Schedules fill more efficiently, because no-shows drop noticeably for online appointments. Coverage extends beyond the clinic’s own city, towards patients in areas without the relevant specialist and towards Romanians living abroad who want a consultation in their own language. And routine follow-ups and results discussions free physical rooms for the cases that genuinely require presence. The technical bar is serious rather than incidental: the platform handles health data, the most sensitive category under European data protection law, so encryption, documented consent and clean integration with scheduling and patient records are requirements rather than features to add in a later phase.

Frequently asked questions
Is telemedicine legal and reimbursed in Romania?
Yes. It is regulated by emergency ordinance from 2020 together with the subsequent implementing rules, and part of the services are reimbursed through the national health insurance house under the framework contract. The clinic has to be an authorised provider of medical services, and a remote consultation is documented in the patient record exactly as a physical one would be — which is where clean integration between platform and records earns back its cost.
What can and cannot a video consultation resolve?
It suits triage, routine follow-ups, interpreting test results, adjusting treatment, image-based dermatology and mental health work. It does not replace a physical examination where palpation, auscultation or on-the-spot investigation is needed. Serious platforms build triage into the booking flow so those cases are routed to the consulting room in advance, rather than discovered three minutes into a call that then has to be repeated in person.
Can we simply use a general video calling app for consultations?
It is risky. Health data requires guarantees that generic calling applications do not offer contractually for this purpose, and the clinic remains accountable regardless of which tool a doctor chose. A dedicated platform brings appropriate encryption, documented consent, integrated scheduling and payment, and a consultation automatically linked to the patient record — which is also the difference between a service that scales and one that generates administrative work per call.
