What is SPV (Spațiul Privat Virtual)?
A company’s official account with the Romanian tax authority: the channel through which electronic invoices, decisions and enforcement notices arrive.
A demand notice you never opened still starts the clock. That single rule is why SPV — Spațiul Privat Virtual, the online taxpayer portal operated by ANAF, the Romanian tax authority — has become one of the genuinely critical accounts of any company registered in Romania. Electronic invoices arrive through it, since e-Factura, Romania’s mandatory business-to-business e-invoicing system, effectively lives here: supplier invoices are collected from the portal and yours reach customers the same way. Tax returns are filed through it. And, systematically underestimated, official administrative acts land in it: assessment decisions, notifications, formal demands, garnishment orders. The iron rule of electronic communication is that a document made available in the portal counts as legally received at that moment, with the deadlines running from then, whether or not anyone at the company has read it. A notice left unopened for three weeks because nobody logs in produces exactly the same effects as one read on day one, only with your options narrowed to whatever remains of the deadline. From that follow the non-negotiable basics: functional access properly enrolled with documented authorised persons, rather than a certificate that lived on the token of an accountant who has since left; regular checking with a named owner, because the responsibility gap between company and accountant is precisely where demands sleep undisturbed; and, as the maturity step, integration, so that high-volume flows move through the official interface automatically instead of through a person downloading files by hand.

Who inside the company should have access to the portal, and how is that organised?
At least two people: the manager or a trusted internal person, plus the accountant. Sole access held on one individual’s token is the classic single point of failure, discovered during a holiday or a resignation. Document who has access, by what means, who checks and how often — half a page of procedure that prevents an entire category of missed notices. When the accountant changes, updating that access belongs on the handover checklist for day one, not for the first quiet afternoon.
What does it mean in practice that documents are considered communicated?
That legal deadlines run from the moment a document is made available in the portal, not from the moment someone opens it. A decision challengeable within forty-five days, published on a Monday, starts consuming that period on the Monday. This is the logic of electronic communication generally, the modern equivalent of recorded delivery, and the reason that checking whenever the accountant remembers is a lottery rather than a policy. Automated alerts on new messages are the cheap safety net.
Can the whole relationship with the tax portal be automated?
Largely yes, and at volume it pays. Electronic invoicing has an official programming interface, so invoices leave and arrive directly inside your systems, which is the standard for modern billing integrations; messages and documents can be queried programmatically to raise alerts; and returns are filed from accounting software. What stays human is the decision on what arrived, and supervising the integration itself, because an invoice that silently stopped leaving because a certificate expired is the classic avoidable incident.
